Tower Dist - Atrocities behind City of Fresno Water Scam

Before even reading this - look at this article from 1991 - as the City was still in the midst of widening Olive Ave.!!!  Right under everyone's noses (see pic below.)  This is behind a string of murders and illegal takeovers - INCLUDING ROLF!  That is why reports / evidence were / are prohibited - even the Mayor (Alan Autry) behind perjury and having me threatened for exposing this!  Rolf's murder ties into countless others annihilated behind the water scam.



OLIVE AVE. IS NO LONGER A TIGHT, 2-LANE STREET.  Widened 1 block at a time over the course of several decades.  Records / historic aerial views altered to match / show the new property lines as well as making it appear Olive Ave. was always this wide.



Fresno's Historic Tower District property owners (nor most residents) would not have allowed the area to be torn apart in order to widen Olive Ave.   Quaint area, one-of-a-kind amenities, structures built to last forever.  Olive Ave. was a tight, one-way street.  It would be virtually impossible to widen the street without major reconstruction of all the street-lined properties.

The water scam began later - early 60s - every structure on every block to be rebuilt on top of the secretly-replaced underground utilities.  Fulton Mall was one of the first major areas completely torn up under the guise of "remodeling."

Tower District was right behind.  As the area was being secretly taken over, properties rebuilt, the street was being widened 1 block at a time.

Tree pulling, street widening, relocation of storm drains, street lights, utility poles, as entire city(s) rebuilt on top of the new water system.  Parcel by parcel, block-by-clock, areas "planted" with participants - after each parcel completed, title companies altering the deeds and plot maps to match the new layouts.



What you see in the above diagram has been going on for 60+ yrs.  Commercial and residential areas.  City and public properties. Replacing / relocating / re-directing the underground utilities.  Per Wilbert G. Swieso, self-proclaimed co-creator with 60+/- yrs into this, it is the Bonadelle / City of Fresno's "secret water operation."


Since the City is not allowed to alter private properties, participants are "planted" to participate.  The City has records and aerial views altered to match the new layouts - participants are used as "witnesses" that nothing happened.  The more properties turned over, the more reward$.  The City does not care how the properties are cleared - all reports of accompanying crimes i.e., poisoning, burglary, utility theft (overhead / underground), real estate theft, killing, talk of baby-selling are prohibited.

This Note focuses on Olive Ave., since what you read above is behind the deaths/murders of my family and neighbors as well as attempted murder of me - the City of Fresno's participation and ensuing perjury, Restraining Order against me, sexual harassment and threatening me if I ever contacted or pled for help again.

The first attempt to have us eliminated from our properties was in the early 60s.  Prominent City official targeted my parents - while victimizing my mother, my father ended up hospitalized due to alleged poisoning.

My grandmother was next on the menu - facts liked to some of my reports that were kicked aside.

Chemicals kept us oblivious (and worse) to what was taking place on our own properties - all in preparation for what was coming.  Annihilation and illegal takeovers.

My family was being eliminated 1 x 1.  Once the first 3 were out of the way (facts not allowed). the City zeroed in on Rolf and me.  Deluging our properties in sewage while lying about the cause - claiming it was the result of "negligence in sewer maintenance" - when in fact our properties were being torn apart, rebuilt, on top of more secretly replaced underground utilities; relocated and cross-connected for an upcoming fire.  We were located in the middle of all the other fires - targeted as far back as the 60s.

A portion of damages the City of Fresno paid for.  Sewage continued being discharged, far more than the 3 events on record.

As if the City of Fresno does not know the dangers of sewage?  Not only discharging it while lying about the cause - watching the ensuing infections, amputations, and deaths - even refusing to test the soil as this continued.  Same method / technique I saw while employed by Wilbert Swieso who was then seen forging and altering the dead victims' papers while smirking, "You can't live for the dead" - exactly as he did with Rolf.  "No one will ever figure it out" he often boasted.  Including me, until it was too late.

After the first risk analyst (Rose Miranda) was caught lying about the sewage and reconstruction, Senior risk analyst Kerry Trost stepped into the picture - I showed him the property line had been moved 8' when Olive Ave. was widened; the sewer vent went from 2' to 10' from the fence - along with the water meter in the alley.  Sewer manholes were moved.  He yelled at me, "That is YOUR problem, it is YOUR property!"  I explained I do not
own the alley nor maintain the city water system, let alone IN THE ALLEY!  The evidence verified exactly what took place - so he slammed the phone on me.

Kerry Trost not only accompanied the first risk analyst to call ME a "liar" about what took place, he smirked, "You will never prove it." It was when I presented a copy of the unaltered sewer layout, the death threats ensued.




 
CITY OF FRESNO NOT ONLY CONTINUES TO DENY OLIVE AVE. WAS WIDENED - A MULTI-MILLION DOLLAR COVER UP ENSUED TO RECTIFY THE UNDERGROUND UTILITIES IN THE ENTIRE AREA - ALL RECORDS UPDATED TO MAKE IT APPEAR THAT NOTHING EVER TOOK PLACE.  Throughout the years, books / directories / maps reprinted.  Online archives blacked out.  The City uses the altered records to continue the lies.  As Wilbert Swieso laughs, "The public believes whatever they are told." The truth would expose nothing less than a free-for-all burglary, murder, property theft operation.  The dead do not expose them.

FRESNO, CA VIGILANTES! Behind Gruesome Annihilation / Takeovers

The vigilante group in Fresno, CA is using chemicals on victims – whether to incapacitate or turn them into targets for rape, burglary, illegal takeover of properties.  In my case, in addition to the murders of my family members, continuing the chemicals while using hidden cameras as “proof” they have captured the guilty.  Recording me, splicing, networking /altering contents on my hard drive then distributing stacks of it – framing me for crimes I did not commit.  Yet with my behavior while being poisoned was intertwined with what this group provided as “evidence” – I could not look worse. That, of course, is why it was all done behind my back – leaving no chance to defend or protect myself, or the truth being exposed, such as how this mob was setting me up for the upcoming takeover.     

What was done to my family and me, which began back in the 60s as our properties were being altered without out knowledge (same time my parents were being victimized by prominent City official – my father left hospitalized after alleged poisoning by this man) was ruthless.  As the operation continued – the area was being planted with participants as the hell continued.  (That is what the current multi-million dollar cover-up is about – what took place here ties into everything I have been posting.  Never did these people expect me to still be alive after repeated attempts to kill me – least of all expose what they are running.)

Fresno Vigilantes – getting by with raping, VIN altering, talk of child-selling, child sex / dismemberment of the older ones.  They are protected from being reported or held accountable for their acts – after all, they are the “honest and credible” people our officials protect.  Because they also used as witnesses that nothing took place - as our officials participate in the atrocities!!!

Legal fraud, insurance fraud, estate planning fraud.  Fraudulent accountant/s.  Death upon death as targeted properties taken over to carry out water scam – then re-sold as “original” to unsuspecting buyers.  Participants rewarded – vehicles, money, even housing!  Watch the trail – see how many of the participants (in addition to their victims) are then left dead so nothing links back to the vigilantes at the core of this operation.

Several hundred feet cut off my home – each side of house and basement –  every room left so much smaller, which was behind the burglary/switching.  Police  reports denied – insurance claims sabotaged as this group had slithered in for  the final annihilation / takeover.

Framing / blaming others for what THEY DO.

A nightmare that began in the 60s – one group of participants replaced with the next group as the torch continued being passed.  Toward the end, those at the core were dancing in celebration, cheering while telling me they would soon own these properties as well as the neighbors’ properties.  JCW told me about the insurance claim that would pay for the reconstruction of a restaurant being planned, with me scheduled to meet the others, "In another world."   The underground and overhead utilities had been cross-connected (explaining the decades of utility theft as well.)  A major fire was being planned - as done throughout the area over the decades as the water scam / path was being cleared down Olive Ave.  With my family and me eliminated, and these people rewarded for their participation, the truth would never be known.       

Unfortunately for our officials, I lived long enough to expose what had taken place as well as the evidence – not only did that result in retaliation and being treated as the criminal, the multi-million dollar cover-up of these properties and surrounding area ensued.  More altered records and denial of all.  Because what took place here verifies everything I have been saying all along.  Not only the decades of annihilation / takeovers, the methods or participants - the secret water scam which Wilbert Swieso indicated Bonadelle / City of Fresno began back in the late 50s.  As for the cover-up of evidence - it is still here for anyone who is interested or capable of seeing beyond the lies, altered records and smokescreens.

Stripped of all human / civil rights, means of survival, family killed, loss of everything I owned, left alone and isolated, called a “liar” by these “honest and credible” people.  All reports prohibited so they can continue the atrocities – clearing the path behind the water scam.  I never stood a chance – nor did my family members.

Alan Autry refers to this as an “infrastructure upgrade.” It appears to be taking place nation-wide for reasons ????? Swieso boasts that his portion is completely separate “the continuation of Bonadelle’s secret water operation” (linked to the central valley “water shortage”) – says all he has to do is have records altered and no one (including most City employees) will ever figure it out.

Fresno County Psychologist Involved in Horrors

Among the duties of a psychologist, trust is first and foremost.

Never would I have suspected my neighbor, William Siegfried, a long-time psychologist for the County of Fresno of being involved in the horrors accompanying the City of Fresno's central valley water scam - 60 yrs of rebuilding the city (and far beyond) on top of the revised underground infrastructures.  Reports of poisoning, looting, rape, id theft, murders, property theft, alleged baby-selling operation.  Several of the group behind what took place in this area (linked to Dr. Siegfried) boast of administering chemicals to keep their victims oblivious as the annihilation / takeovers are carried out.  The trail speaks for itself. 

Not only was I a victim of this group, including many years of being administered unknown chemicals without my knowledge, I saw the consequences of the same thing done to others as this group (linked to Dr. Siegfried) ended up with the assets and properties as done here.  Not only were my family members victimized and left dead, it was not expected I would still be alive either as they zeroed in.  Ongoing poison as the properties were being looted - rape, catheterization while being incapacitated during reconstruction.

In addition to the "planted" neighbors, who were rewarded to participate then deny what was taking place on all these properties, Jeffry Winslow was one of the last people to have been poisoning me via so-called "herbs" and his "special powder" in food and beverages.  Even demanding I open my mouth so he could verify I swallowed those pills he claimed were "vitamins." As I continued to go downhill, he told me he would be taking my family's properties as I was scheduled to meet the others, "in another world." His associate, Wilbert Swieso (self-proclaimed mastermind behind this operation) conspired with David A. Silva, atty (fake?) in fraudulent legal documents.  DiBuduo & DeFendis Insurance  conspired with Wilbert Swieso in cancellation of property insurance / non-renewal as horrific damages (loosened, clamped water lines, covered in new cement) were taking over. 

Due to the unknown chemicals, not only was my behavior becoming erratic as my reputation and credibilty were being destroyed, I did not realize what was taking place.  Such as years of all the "renovations" in the area being linked.  Including Dr. Siegfried's home.  Or that my family was being targeted for annihilation so the same thing could take place on our 3 properties. 

How flattered I was when Mr. Siegfried asked me to be his "secretary" at the Neighborhood Block Party he gave.  He handed out PARCEL MAPS to everyone.  I was so far gone I did not yet realize  these parcel maps had been ALTERED to match all the years of major reconstruction and new property lines!! 

Dr. Siegried was always telling me what an honest person and psychologist he was.  Said if I ever needed to talk to anyone, he would be more than willing "at no charge."  What was he going to tell me - that I imagined all of this as his accomplices claimed I did?  As HE personally claimed no knowledge ?  This operation is MASSIVE - is this what he does or tells all his patients who are undergoing the same horrors? 

Dr. Siegfried's home / parcel nearly DOUBLED in size as the house next door to him was removed; others shifted down throughout the years in a "ripple effect."

Original owner of the house shown above, lived there 70 yrs. Dr. Siegfried was the 3rd owner, continuing where the previous one left off.  Once Dr. Siegfried was no longer needed, he said he was relocating (1/2-mile away) due to our neighborhood going downhill - he did not like the black family that seemed to be taking over - including my next-door neighbors (who were "planted"here before HE came along to participate!)  Further advising me to relocate before it was too late. IT WAS already TOO LATE!!!

And like everyone else, Dr. Siegfried ended up with a new vehicle before moving.  From what he told me, even a beach home.  (Odd, since  he claimed he could barely make ends meet after the County put everyone on leave for several months.)  The house was sold to friends of Dr. Siegfried and his neighbor next door to the south - a couple who previously lived 2 doors south, around the corner, next door to the "unsolved" William Polzin murder. (Ongoing intertwining / relocating among participants as torch is passed - outsiders / victims remain oblivious.) 

Streets widened, structures completely rebuilt on top of the City's secretly-replaced water system.  Street lights, utility poles, rain gutters relocated.  Why would the City of Fresno deny all of this and accuse me of "imagining" it?!?  After all, not only are there witnesses and photographs showing all the above changes, the City's unaltered records verify EXACTLY what took place!

Dr. Siegfried's next-door neighbor was Mr. D. They claimed to be long-time friends, dating back to when they lived in Chicago - late 70s. Click on Mr. D's name - more deaths, more people called "crazy" behind water scam.

By the time it was over for me, I was reporting burglaries, information and evidence behind murders, attempted murder of me, fraudulent legal documents, fraudulent insurance policy, much more. In return, a Restraining Order was issued against me followed by death threats and sexual harassment from the City of Fresno.

Helpless, vulnerable people go to Dr. Siegfried, in need of the service he claims to provide.  They trust and believe in him, as they should be able to do without fear of what he (and his accomplices) are doing behind closed doors.  From what I understand, he is even licensed to prescribe various medications. The problem is that his clientele may very well already be drugged without their knowledge, causing the problems they are seeking help for!

Dr. Siegfried is in a position to obtain enough information about his clients that would allow for them to be victimized by this group - then he could counsel and assure them that they "imagined it" too!?!   Who better to discredit or set someone up than a licensed psychologist.

No different than with Mr. Swieso, with his impeccable reputation.  Reports not allowed when linked to the water scam. Worse when reported by someone whose reputation and credibility were destroyed while being poisoned (by their group!)

My continued efforts to seek help for what was done to my family and me has only resulted in ongoing death threats. Several attempts already made. Knowing that this psychologist is part of a heinous operation that entails such atrocities, I am concerned for the safety and well-being of his patients. I consider this man to be extreme danger, especially in the field he is in.

With our economy crumbling, people being annihilated behind the water scam, loss of jobs and insurance benefits, more and more people will be seeking help from local and County resources. Many of those in need of help from a psychologist will unknowingly find themselves at the mercy of this man?!?  I cannot imagine what a licensed psychologist and his group are capable of doing to someone under the influence of these unknown chemicals. What this man's group did to me (not mentioned here) was beyond cruel and inhumane.

Was the attorney for the unsolved Polzin murder legitimate?

I am referring to David A. Silva, atty who was the estate attorney for William Polzin, murdered.




David A. Silva is the same attorney who conspired with Wilbert G. Swieso in fraudulent legal documents for my family's properties located across the street from the "unsolved" Polzin murder - documents appointing Swieso, "Successor Trustee" despite an IRREVOCABLE TRUST! An estate attorney and estate planner (in business 45 yrs) did not know the definition of IRREVOCABLE TRUST?!?




As I have said all along, Swieso was setting me up for my final departure as he and his group intended on taking our properties by fraud in order to continue what took place on the Polzin property (and down the entire street and throughout the entire city - and beyond!)

The trail leads to the neighbor directly to the east of my family's properties - also targeted and lied to by the city risk analyst, my neighbor was never seen again. I saw Swieso forge the wife's name on an insurance application citing his motto: "You can't live for the dead."




David A. Silva also represented the mother of another deceased man across the street - also linked to Swieso's operation. (Much more linked to this one.)



ALL THESE PROPERTIES (AND MORE) WERE REBUILT ON TOP OF THE CITY OF FRESNO'S SECRETLY REPLACED WATER SYSTEM, which the City of Fresno denies.





In fact, the city denies their own street widening, relocation of fire hydrants, street lights, utility poles, etc. They had public records altered to make it appear that nothing took place.

Here is evidence showing EXACTLY what took place - the City's own UNALTERED sewer layout. This is why they intended on eliminating me as well - witnesses are not left behind. This is why the City of Fresno committed perjury, followed by death threats and sexual harassment against me - they finally got caught!














WHO WAS DAVID A. SILVA - upon being caught and reported to CA BAR Association - he fled, never to be seen again.

Mr. Silva had an office next door to Swieso - they shared various "clients." Mr. Silva's office was bare - no sign of being an attorney. He nor his secretary were notaries - they did not even know there was one 4 doors down the hallway! Odd, since he also claimed he used to work down the hallway with another group of attorneys. (I later contacted that office - they never heard of Mr. Silva.) Mr. Silva seemed to be owned and operated by Mr. Swieso. WHERE DID DAVID A. SILVA COME FROM.

After losing our properties and narrowly escaping Swieso and his mob, I began to research Mr. Silva. I recalled him mentioning he had a disabled child - he also said he was once employed by the FBI - would that mean FARM BUREAU, INTERNATIONAL?!?

NOTHING HAD EVER BEEN LOOKED INTO. AS YOU CAN SEE, WHILE CA STATE BAR ASSN WAS JUSTIFYING THE FRAUD/CORRUPTION I REPORTED, MR. SILVA WAS SECRETLY CLOSING HIS OFFICE.







My complaint was never looked into. Only after Silva abandoned his clients was he disbarred.

I contacted one of his clients listed in the disciplinary papers - she was devastated. Suddenly, she refused to speak to me. With my phones tapped (verified with $350 Tele-Tap) and computer hacked, I wonder if Swieso stepped in and reimbursed her so she would not pursue what took place?

William Polzin's mother passed away 4 yrs ago. The "estate people" were linked to Swieso and my "planted" neighbors. What better way to destroy old records and photographs so there would be no evidence left behind - exactly as done to my family.

Against all odds, I got away from these people before they finished me off - only to be faced with the next nightmare. Alan Autry had his risk analysts (including the one who lied and set my family and neighbor up for annihilation) commit perjury to call me a "liar" about the atrocities that took place behind secret replacement of the water system. Suspected homicides; attempted murder; properties taken by fraud in order to secretly rebuild them without permits or inspections; resold by more fraud on deeds reflecting revised property lines. Robbed, poisoned, raped, filmed with hidden cameras, pets killed, more. Reports were / are not allowed. There is no help or justice for targeted victims - dead of alive. All of these people are free to continue the horrors. I am the "living dead."
