Bioterrorism is terrorism by intentional release or dissemination of biological agents (bacteria, viruses, or toxins); these may be in a naturally-occurring or in a human-modified form.

BEHIND CA CENTRAL VALLEY WATER SCAM
Secret replacement of the city(s) water system entails major reconstruction of connecting properties. The operation has been taking place over the past 50 yrs. In-between sales, under the guise of "renovations", fires, etc. every structure has been altered; streets widened; utility poles relocated / reconnected; all done in total secrecy, which is why there are no records for this vast undertaking. Instead, title companies illegally alter the parcel maps to make it appear that nothing changed. Aerial views altered. Photographs scanned/altered. Property re-sold as "original" to unsuspecting buyers.

As you can see, the City has become a shambles. Building / safety / environmental / health code violations, escalating ADA violations, quality materials and workmanship replaced with inferior materials.
EXTERMINATION OF PROPERTY OWNERS
Replacement of the water system is carried out section at a time. So for those property owners who did not sell or relocate throughout the years, they are targeted for elimination. One such method entails deliberately deluging victims with raw sewage until they die.
As sewer and water lines are being replaced, it creates sewage back spills on city and private property. The City risk analyst is sent out to lie to the property owner about the cause. She demands a "release for clean-up." By the time it is over, the victim is dead. With "planted" neighbors to serve as "credible witnesses" that nothing took place, the major reconstruction of property is carried out without permits, inspections or complaints. Property lines changed. Title companies knowingly record the forged / fraudulent legal documents while illegally altering the parcel maps to line up to the new layout.
With all the evidence covered up, the City denies all knowledge and/or responsibility. As if nothing other than new sidewalks ever took place. Any problems or questions that arise are met with the risk analyst using her "release" as her ticket of non-responsibility. Upon being caught, perjury and death threats against me.

This is no upgrade. This is terrorism as structures shoddily rebuilt on top of corroded, clamped sewer/water lines. Not even up to code as property owners are constantly being reminded that THEY are responsible for the repairs and maintenance of sewer/water lines on their property.
Questioning why the water layout no longer lines up resulted in name calling. Pointing out that the water meters, sewer manholes, etc. in the alley had been relocated (verified on the City water layout) resulted in Kerry Trost, senior risk analyst, demanding, "Too bad ~ that is YOUR problem, it is on YOUR property!" I do not own the alleys nor maintain the city water meters.
Meanwhile, the Mayor carried on about his achievements on behalf of residents ~ specifically all the new sidewalks.
Beware. More and more people have learned the technique. With city(s) left setting on top of clamped sewer/water lines, it could not be easier.

While our water system is being torn apart and left a shambles, the public is assured of quality services and "upgrades" to our water system.

Mr. Swieso always laughed that public believes anything they are told, which makes this so easy. It is true. We believed the Mayor when he talked about the "infrastructure upgrade" (which is part of this nightmare.) We believed that the new sidewalks were on our behalf. We trusted and believed in this man never knowing that behind the lies, human and civil rights were being taken from us while being led like sheep to the slaughter.
Kerry Trost, senior risk analyst, said it was Mayor Autry who ordered the cover-up when this nightmare took place down Olive Ave. Residents annihilated; fraudulent/forged legal documents; altered public records as though Olive Ave. was not widened (which entailed major reconstruction of store-front properties as well as altered property lines.)

Chemical warfare (CW) involves using the toxic properties of chemical substances as weapons. This type of warfare is distinct from Nuclear warfare and Biological warfare, which together are the three tenets of (NBC), the military acronym for Nuclear, Biological, and Chemical. Neither of these fall under the term conventional weapons which are primarily effective due to their destructive potential. Chemical warfare does not depend upon explosive force to achieve an objective. Rather it depends upon the unique properties of the chemical agent weaponized. A lethal agent is designed to injure or incapacitate the enemy, or deny unhindered use of a particular area of terrain.

I reported Swieso's partner, a local resort owner, as "danger to the public." Verified forgeries of wife said he "got rid of." (He said she was "crazy.") My friend pled for help claiming to be poisoned with intent to kill; dead, age 39. (He said she was "crazy.") While poisoning me, he said I would meet his wife and the others, "In another world." (Said I was "crazy.")

Immediately after the death of my mother, in 1983, one of Swieso's group laughed, telling me my father would be diagnosed with Alzheimer's and I (who would then be left signature on the properties this group was after) would lose everything. My father was diagnosed with Alzheimer's and I lost everything as a result of the poisoning and conspiring among this group. There is no doubt in my mind my father was being administered chemicals. The coroner was also linked to this mob ~ my father was denied an autopsy. Same with my handicapped uncle who HAD to die in order for Swieso to alter the legal documents (2 of the 3 properties were in an Irrevocable Trust for his care.) Mr. Swieso, the "honest" insurance agent, coerced me into signing illegal documents that named HIM, "Successor Trustee" to my family's properties. With my final departure underway, and a fraudulent life insurance policy appointing Mr. Swieso "beneficiary", he demonstrated the same pattern I saw him do to countless others. This estate planner's motto: "You can't live for the dead."
The gentleman who predicted my father death stopped by my house a while back ~ told me I would commit suicide. Not that I am suicidal ~ I have spent the past several years pleading for help. Suspected homicide of my family members, attempted murder of me, income properties taken by fraud, home torn apart and left a shambles, everything stolen, insurance sabotaged so no recourse, left unemployable due to poisoning and hidden cameras ~ ongoing hell, while continuing to be called a "liar." I remain surrounded by this mob ~ monitored, sabotaged, discredited. What option is there other than suicide. I am now in the final chapter. Against all odds I made it this far only to have Mayor Alan Autry hammer the final nail in my coffin. Mr. Swieso and his mob remain fully protected ~ "clearing the path" for secret water diversion. (Also interesting is the connection of Mr. Swieso to the Laundromat next door at the time of my mother's death. And others linked at that time ~ some now deceased, as the "rotation pattern" continued. No witnesses left behind. Recruit ~ use ~ discard.)

The City of Fresno's "infrastructure upgrade" is leaving a trail of illness, infections, deaths. Because along side the "infrastructure upgrade" is another operation taking place. Because there is no record for it taking place! What they are involved in is not authorized or being carried out legitimately - hence, the illegally altered records. The ringleader, a former employee of the City of Fresno, boasts of overriding the Planning Dept. and altering records to cover up the evidence. He is laughing at our City officials, saying they are too incompetent to ever figure it out. With the City's office personnel looking at altered records, there is no help.
In addition to my ongoing illness and infections, my handicapped uncle died as this took place on our property. I was called a "liar" about what took place, and prohibited from filing a report, seeking justice or restitution. Neighbors on 3 sides of me also left dead as this took place.
This operation is threatening both public health and the environment as a whole. Complete failure to protect public health or maintain compliance issues and/or appropriate safety factors.

I have literally, hundreds of responses from agencies stating this is not their job. The usual response pertaining to municipal fraud/corruption, endangering the public, etc. has always been to work this out with the City of Fresno, however, the 3-yr Restraining Order prohibited me from speaking to anyone at the City of Fresno pertaining to this operation. The Restraining Order has since expired yet there is no help ~ only more lies and/or refusal to address the issue.

You always have the option of contacting the state Attorney General's office, as well as the Water Resources Control Board.
