“City of Fresno has been caught having unsuspecting residents annihilated in order to seize properties behind the central valley water scam / high-speed rail project. Prohibiting reports pertaining to the trail of legal fraud, insurance fraud, title fraud, lootings, destruction / major reconstruction without permits / inspections (on top of the revised underground infrastructures), deaths, murders, illegal takeovers, alleged baby-selling operation and more. Decades of altered records, altered aerial views, scanned / altered photos not only serve to cover up what they are running, but evidence behind so many accompanying deaths / murders. 

Upon being exposed in the midst of another annihilation / takeover, Former Fresno Mayor Alan Autry (aka: “Bubba Skinner) prohibited reports, backed up perjury followed by threats against me for exposing the atrocities – including evidence behind the deaths of my family, several neighbors, friends and countless others. Not only had several attempts been made on my life, fraudulent legal documents had been prepared for illegal takeover of my family’s properties; fraudulent insurance policy on me while told I would be meeting the others (dead victims) “in another world.”

It was not intended I would still be alive. Poisoned, robbed, raped, stripped of a means of survival. The looting and destruction of properties continued. Mayor Autry had his risk analyst (Wilbert Swieso’s accomplice) sabotage insurance claims so nothing would be on record as one of his accomplices informed me that after I was dead, they (inc Wilbert Swieso of Principal Insurance) would seize the properties and file a massive insurance claim after the major fire being planned (gas lines beneath our 3 properties had been cross-connected into the “planted”/participating neighbors’ properties) as well as construction of a major restaurant on these lots. (2 blks east of the high-speed rail station.) This has been going on for decades – not only is this area (Tower District) lined with fraud, fires, deaths/murders illegal takeovers, they have trails being covered up. 

In fear for my life at the same time attempting to save my remaining assets, I hired Colonial Van & Storage; they came and hauled off 5 huge crates to their facility. Upon having 2 of the crates returned – I was shocked to see that most of the contents had been had been looted / switched with trash (as done throughout my home.) The movers claimed no knowledge / responsibility. Not only had pictures on my hard drive been altered to match what had been done – small batch of photos that were in storage had been scanned / altered to match the switched trash as well as ongoing alterations to the properties and surrounding area. 

Three (3) more large crates remain at Colonial Van & Storage including decades of photos. Those photos not only include evidence of the water scam, but evidence behind countless deaths / murders (and more) being covered up. 

In order to continue paying these storage fees I cancelled my family’s old phone (from the 30s), cancelled my cell phone, cancelled my life insurance policy, I am now on Medi-Cal and Food Stamps (Cal Viva.)  But the nightmare here in Fresno only got worse as a result of what I exposed.

I was also being bled of ten$ of thousand$ in so-called repairs, unaware of the City having Rolf’s properties torn apart and rebuilt section by section, on top of their secretly-replaced water system. Bled of money needed for Rolf’s health care until finally mortgaging my home to continue paying bills. As long as the chemicals continued, I remained oblivious.     Rolf’s death was timed to the City “water infrastructure upgrade” and street widening in front of his properties on (Olive Ave.) Widening Olive Ave. was impossible without major reconstruction of street-lined properties. The City altered records and now denies widening Olive Ave!  

  Same with the residential street in front of my house around the corner.    

    Several feet were also cut from front lawns – compensated by narrowing the alley!  

    Outsiders are recruited, “planted” and rewarded to participate in takeovers and reconstruction. Since they are not rewarded until after the structure has been turned over, it appears that annihilation of property owners has become a SPORT! There are no repercussions - any / all reports of crimes linked to the water scam are not allowed. From murder, rape, poisoning, insurance fraud, alleged child-selling operation – reports are prohibited.

Rolf and neighbors left dead and/or never seen again after being set up by risk analyst. It was not expected I would still be alive either. Continuing to be lied to / set up by City risk analyst, I was poisoned, robbed, raped as my home torn apart and left a shambles. City reacted to my reports and pleas for help with name-calling, perjury, Restraining Order, sexual harassment followed by death threats against me.

Just as the “planted” tenants did to me as this was taking place on Rolf’s properties next door, on record it is ME who appears the criminal / one in the wrong. Behind closed doors:

Throughout all the above, as the illnesses, infections, amputations and deaths ensued, the City of Fresno refused to test the soil after the sewage spills. Per risk analyst: “Not my job.” Her comment re: the illnesses and deaths (including neighbors): “Not my problem.”

 

 

In addition to the massive destruction / reconstruction without authorization, permits or inspections, these are the "new" sewer and water lines - imagine the nasty, filthy water that comes from this corroded trash. Or how much longer before they break.

 

 

 

    As this continued, I endured ongoing illness, respiratory, cellulitis of both feet.    

   

      Next-door neighbor endured hepatitis, staph, foot amputation, dead age 49. Neighbor in the next home endured foot amputation; then leg amputation. Neighbor across the street died of Toxoplasmosis (sewage-contaminated soil.)     I was employed by Wilbert Swieso – I saw this pattern time and again, including forged, altered legal documents / insurance papers as he cited his motto, “You can’t live for the dead” just as he did with Rolf’s properties.     Kept surrounded, isolated, discredited as I continued my efforts to save the properties as well as myself. Too far outnumbered as the hell and taunting continued.

He then responded, “THIS IS OVER!” The man who accompanied the first risk analyst to commit perjury to deny what had taken place (as he smirked, “You will never prove it”), demanding that I was not allowed to speak to anyone but HIM, refused to acknowledge me any further. Contacting the City of Fresno was not allowed either – threatening letter reminding meI was not allowed to speak to anyone other than this man who COMMITTED PERJURY!  

   

    After the Restraining Order expired I went back to the City of Fresno, this time with photos and unaltered City records that verified everything that took place. Risk analyst, Kevin Watkins left me waiting for 30 minutes as he discussed the information with someone else. He then informed me that what I provided proved nothing. IT PROVED EVERYTHING! As for the sexual harassment, he implied that I created it and posted it to MYSELF! As you can see once again, I am not the person who alters City records to cover up what THEY do.

    Note: The last time I spoke with the risk analyst who set us up for elimination then committed perjury to deny what took place, she admitted these structures had been completely rebuilt on top of this trash. She further explained that the City of Fresno was not responsible because, “The previous owner had it done.” She obviously thought I was left dead too.   I lost my family, means of survival, belongings, and will soon loose my home. Evidence refused; Fresno murder remains "cold case"

The facts behind William Wyatt Polzin's unsolved murder are beneath the tree planter in front of the home where he was shot/killed. City of Fresno, CA is behind this - that is why the office of (DAmail@co.fresno.ca.us) Elizabeth Egan, Fresno District Atty will not acknowledge the information. They offer a reward for information to make it appear they are concerned, then refuse to accept it! 1 of 3:

Mr. Polzin was killed so his property could be torn apart for the secret altering of sewer and water lines. 50 yrs of alterations to all the other structures on the block were finally connected and tied into the main line, in front of Bill's property. His property was then reconstructed; street widened; fire hydrant, street lights, utility poles relocated; altered property lines. Parcel maps and aerial views were altered to cover up the evidence of ALL OF THIS! I know, because my family and our properties located 100' to the east were targeted next; suspected homicide of my family members, Swieso's fraudulent legal documents and the City's altered property lines. Neighbor next door to us was also targeted - set up by the City's risk analyst for elimination. More suspected homicide in order to tear the property apart as city sewer and water lines were replaced. Street widened; altered property lines; forged deed. Those same "planted" neighbors who claimed no knowledge of what was done to the Polzin property, then moved around the corner and repeated the process. The City of Fresno uses these "credible witnesses" and altered records to deny all of this.

By the way, the attorney for Polzin's estate was Swieso's associate, David A. Silva.

Mr Silva was the same attorney who, after verifying that ties to my siblings had been severed, prepared the fraudulent legal documents for my family's properties appointing Swieso (estate planner) in charge, despite an Irrevocable Trust. Deed reversing fraud:

Upon reporting Mr. Silva to CA State Bar Assn, being told that the fraud was "an accident - no harm done", Mr. Silva was secretly packing up his office. He fled, never to be seen again. Only after destroying the lives of more clients was he finally disbarred.

With so many people lying, and altered records to cover up the evidence, Kerry Trost, Senior Risk Manager for the City of Fresno smirked, "You will never prove it" as he issued a Restraining Order against me. Turning the tables and making ME appear the criminal.

Psssst ..... he missed the one important piece of evidence; the City's own sewer layout, which verifies everything I reported.

Trost and/or his group's death threats are still not enough to change the truth. Regardless of desperately attempting to alter more documents to make ME appear wrong, hacking my computer to alter contents on my hard drive, a stalker carrying on that I murdered my own family members and made all of this up, death threats to stop me from exposing this, the truth remains beneath the tree planters. This is why Bill Polzin's murder will remain "unsolved."

Swieso claims to be the mastermind, saying this is the continuation of Bonadelle's "secret water operation." WATER DIVERSION! Bonadelle - found guilty in the mid 90s of conspiring with the City of Fresno in development fraud.

I presented copies of VERIFIED forgeries to Jason, at the Fresno, CA Secret Service office. He said he would need the original copies of my information before an investigation could begin. I returned the following day with the original copies. Among the paperwork, this is a copy of the letter from the licensed handwriting expert regarding the deeds I presented to Jason:

Not wanting to be a pest, I waited 2+ months before contacting Jason for an update. He then demanded, "This did not happen! Do you understand me - you are 'crazy' and need to be admitted to the county hospital!" I would not have contacted him again had I not been in fear for my life - the people behind this nightmare had tried to kill me and I needed help! The panic in my voice only served to set Jason off on another tirade, "You sound crazy!" And what did he sound like.


Unable to get help from any of the local agencies, I was so desperate I reported this to the Better Business Bureau! If nothing else, I was hoping for a response from Mr. Winslow regarding the forged documents of his former wife who has not been seen in years. After all, Mr. Winslow not only told me he had to "get rid of her" due to her "crazy and psychotic" behavior, he had the audacity to tell me he intended on taking my family's properties over with me scheduled to meet his former wife and the others, "IN ANOTHER WORLD!"  Mr. Winslow's associate had already conspired in having fraudulent legal documents for my family's properties prepared - exactly as I was reporting!

Friends, this is a classic example of how Mr. Winslow and his entourage have been carrying out one of the biggest and most corrupt operations in the history of CA (described in earlier blogs.) INSTRUCTIONS: If you can make your victim appear guilty of *whatever* and crazy as hell (via chemicals and hidden cameras and recorders), the so-called "experts" will assist you in getting by with whatever you want. They will NEVER look into YOUR background / trail - with the focus kept on the "crazy" person, they will help you carry out even more.
