Jim and I met while I was walking my 2 dogs last year. He only lives 1 block away, where we walked by every day. We said “hello” a few times. One day he asked where my husband was – I told him I was not married. He said he wasn’t either.

So after making extra stuffed bell peppers one day, I took one to him, trying to be neighborly. No strings attached – no hidden motives, I just thought he might enjoy one. Saw him a few times after that while walking by. We made made small talk on occasion, very casual and as a polite gesture.
.
All I knew about him was his first name. We were at best, acquaintances, so when he approached me one day as I walked the dogs by his home and asked about my finances, it took me off guard. He also seemed to know I was at the end of my rope with it all. At first I denied it. But it was clear he knew the truth. How many others knew. Humiliated and ashamed of where I ended up and what he knew, I started crying and rushed home. I wanted to get out of view of my neighbors and hide.

The next day again, he offered to help me – again I declined. However, within a couple days and with the burden on my mind and his offering to help me, I confessed that I was desperate. I told him while sobbing why I was in this situation as I was left unemployable after everything that had happened as a result of the City of Fresno water scam. Because of family members killed, properties taken, home torn up, drugged by criminals so I would appear as the crazy one, while being robbed ruthlessly, raped and home pillaged. It was like I vomited out my words, but also knowing I would be eternally grateful for his help.

Until then, I had declined all Jim’s invitations to go into his house. He wanted to show me around. In the past, that was one method that was used to make me appear as a thief. The plan was to ask me into a home or to take care of a home while the owner was away. The operation was to discredit me, while in my innocence I was trying to be nice. Behind my back, after I had done these people a favor, they planted objects in my home as though I had stolen them. Or they would give me things then behind my back claim I stole them! How things got into my home was a numerous amount of ways – then when the time came for the water scam, which would result in my home being torn apart and everything switched with trash or rebuilt to accommodate the new measurements, these people would appear as victims who were entitled to participate. This is a tight-knit secret operation. Outsiders would not know the truth behind the switching, scanned photos or what was being done to my home – only that these people had made themselves appear entitled to pillage and steal in retaliation for what I *allegedly* did to them. All done behind my back so I had no way to defend or protect myself. I was further raped, poisoned and told I would be meeting the others, “In another world.”

Needless to say, I no longer trust many people or feel comfortable entering anyone’s home. In this case, Jim said if I wanted him to write a check to me, I would have to come in. Then he laughed it was worth it, just to finally get me in his house.

Ignoring the comment, I prayed that my life was about to turn around for the better. Severed from everyone I knew since birth in order to clear the path for what took place, I wanted desperately to believe this man was my friend, someone I could finally trust and believe in.

As he handed the check to me I was sobbing, "You are my miracle."

He responded, “No, you are my miracle.”

There was something in the way he said those words that sent chills down my spine. The curl in his smile that told me, don't take his help but I had reached the end – I wanted desperately to survive.

Jim told me that his home was paid for, he received monthly Social Security as well as retirement pension. I felt guilty accepting money from an 82-yr-old man who did not even know me, especially as he told me how he used coupons to save money, but I was so very desperate. Believing I would somehow receive the restitution I was entitled so I could repay this man, I took the check trying not to think about consequences or possible motives on his end. Although I did ask about the other name listed on the check – he said it was his sister and not to worry.

I ate dinner at Jim’s home on one occasion, and I think I entered 2-3 more times when asked. But I made it clear that I preferred to stay at MY house.

In an attempt to bond, Jim brought up all the things we had in common. Blue eyes, birthdays 1 day apart (which he seemed to already know), never married, no children, last names beginning with the same letter, living on the same street only 1 block apart. He said he attended St. Theresa’s church (every Saturday & Sunday) – what a coincidence my grandmother used to live across the street from there – my siblings and I spent many nights with her. He said he remembered meeting my father at the YMCA decades earlier. What another coincidence that after my other grandmother was widowed, she married a man with the same last name as Jim!

The first thing 82-yr-old Jim wanted to make clear was that he was my new “boyfriend.” He suggested we go out of town for a couple of days. (No.) He brought flowers, a stuffed animal that said, “Love you.”

There were more flowers and cards, “With all my love.” “I love you.”

A couple of days after accepting financial help he began calling me – if I did not answer the phone right away he drove over demanding to know, “What’s going on!?!” He stood outside his home looking down at mine – later telling me he knew when I left and when I returned. I questioned how he saw me when I turned on the hose or pulled weeds since I did not see him - he showed me the window he watched out. He took me for a tour of where he was employed years ago, introducing me as his “girlfriend.” He wanted full control – with me completely dependent upon him. Same technique as others as I was being passed along. The difference is that I was no longer being poisoned – without the chemicals I did not respond in “that way.” He nor anyone else was my “boyfriend.” With my only interest in STAYING ALIVE, I did not argue, I simply said nothing - even obliging the mandatory hug and kiss on the lips each time he left my house.

First thing he suggested was that I get rid of my 2 dogs, sell my house and belongings so I could move into his back bedroom. Not only have I lived here my entire life, I am also sitting on the evidence the City of Fresno is trying to cover up. Selling everything did not make sense as I still have an upside down mortgage and bills. The trash they replaced my valuables with would not even begin to help me.

Jim told me he never owned pets – nor does he like them. I could see that he was only tolerating mine. How could he not understand that they were all I had – I loved and needed them.

It was like he was asking me to abandon them as well as everything I fought so hard to get noticed. My family and the covered up murders to include friends and neighbors, properties rebuilt without permits / inspections, altered property lines, sewer/water lines replaced / relocated, and all the rest – simply walk away to step into another situation that in the end, would ultimately leave me homeless? Leave this so Jim could set me up in his home, one block away from where I was – just drop everything I worked so hard for? I would be better off dead, which is exactly where I was when he stepped into the picture to help me. I needed help to remain in my home while continuing my battle.

He then suggested I marry him – that way after he died I would own his home, car, everything in his house while collecting his monthly Social Security (or retirement, can’t remember.) He said he had lots of money – it would all be mine. And with my new last name, no one would ever find me. Regardless that I declined his offer, he said he talked to his Priest regarding the rules for a Catholic (him) marrying a Christian – everything was a “go.” For me, even if it meant the end of being funded, I was NOT going that route. So I asked why he continued to help me. He responded, “Because I love you – don’t you love me?” (Odd since he repeatedly told me me that “love” was nothing more than a “state of mind.”) At this point I offered to change the beneficiary on my life insurance - it was not much but would more than repay him for his generosity. He repeatedly refused.

He told me to start selling everything – more than once focusing on my china cabinet/contents, which he estimated would bring in $20-30,000. To begin with, the original antique cabinet was switched/rebuilt – secondly the contents are to be divided among my siblings; not mine to sell. He demanded they did not want any of it, even verifying they would never have anything to do with me again. How did he know. And quite frankly to this day I am still wondering, other than horrific behavior while being administered unknown chemicals, WHAT DID MY SIBLINGS FIND ME GUILTY OF?!? Why the secrecy? (In reality, I have already proven how we were all used, set up / pitted against one another by the people at the core of the water scam. That is how the mob behind the water scam slithered in and took control. My siblings and nephews do not realize who/what their “friends” are – as long as ties remain severed they will never know the truth, including how they stepped into the “rotation system.”)

Then he wanted me to have the rest of my belongings returned from the local moving/storage company. Over and over I explained that my belongings had been switched / altered while in storage during Round 2 of my home being torn apart; rooms left smaller AGAIN! Photos on my hard drive altered to match the new alterations - to bring back the remaining items would be foolish. It is solid evidence of what these people are doing and how far they are going to cover it up!

Jim began funding me in the summer, which is when he began coming over every day. From 12:00-7:00 p.m., 6 days per week, at least for the first 2 weeks when I told him it was too much. Against protest, visiting was changed from 4:00-6:30 p.m., 6 days per week. Putting jigsaw puzzles together. Home-cooked dinner on Sundays.

With my central heat/air until torn out/replaced with trash, the house reaches temperatures in excess of 100 degrees. In the winter, the gas portion works but heats the house so fast, I turn it off and use a portable electric unit.

Jim could not tolerate such heat so he bought a new portable, energy-saving air conditioning unit for me - $650+/-. It was turned on right before he arrived. In an attempt to save every penny I could, it was turned off after he left as I either went back to sweltering or into the back bedroom using the small window unit. Without seeing my utility bill, Jim suggested I contact PG&E for a discount due to being unemployed. (Same as Swieso suggested while Rolf was alive, behind my back electric lines cross-connected across the street.

Since that would require providing proof of no income or financing (I can’t remember) I did not pursue the issue – I just cut back even more than I did prior to this new arrangement. What a shock to receive a PG&E bill for nearly $350+/- in ONE MONTH!

The gas portion made no sense either – only a hot water tank was being used. Located in the basement, I could hear it through the floor – turning on and off throughout the day, even when not being used. The unit had been switched during the nightmare involving neighbors on the north side of me.

I began turning down the temperature control on the hot water tank – it mysteriously turned itself UP! I then began shutting it OFF! Only turning it on when I could no longer bear it – then back off. (This remains another ongoing problem, because I am refused help and out of money.)

In earlier blogs I exposed the utility theft across the street – then I exposed the altered PG&E statements. (With the click of a button, as simple as altering city records, parcel maps and aerial views.) That is when my utility statements were altered again – back to what they were originally, one even put on my refrigerator with a magnet, making sure I saw it. I believe there is current utility theft taking place to match the rates during earlier utility theft, as though this is “normal.” (Coincidence? Not only did I see who was behind the initial altering / re-connecting of utility lines which the City called me a “liar” about, informed that neighbor [behind water scam] employed by PG&E!)

Once the weather began cooling down, the new air conditioner mysteriously broke. Still under warranty, it was returned to the store, Jim was reimbursed. In short, Jim was kept cool during his visits, as my electric bill skyrocketed for reasons that made no sense.

Out of the clear blue sky, my computer began breaking down, which made no sense either. Had it been switched like several others were in the past? Jim insisted on buying another one for me. He said he would buy me whatever I needed or asked for, even making suggestions. Like he wanted me to view him as my “Sugar Daddy?” Out of desperation I accepted the computer, selecting the least expensive laptop – declining all other offers.

I began to wonder where all the money was coming from. No longer talking or acting frugal, was he being funded – then turning around and giving it to me? If so, why.

Jim said he lived in the same house since 1969. He wanted me to see his photo albums so one day he brought them to my house. He showed me photos of his family as well as his home. I immediately saw the scanned/altered portions. Such as the house next door to Jim’s, which was completely torn apart/rebuilt while I was employed by Swieso. I personally saw the reconstruction when driving to and from work every day and thought to myself how nice it looked afterwards. So how could it appear that way in old photos? 1969 might seem like a long time to most people – so imagine someone like me, who has lived here even longer. I grew up here, I walked down this street everyday on my way to school, I had friends who lived across the street from Jim's house. I am more than just a little familiar with the area and what has been done. But I knew better than to say anything – not if I wanted to continue staying alive, which I needed his help to do.

Before Jim’s arrival each day, I took the dogs for a walk. On my own block, a home with so-called “plumbing problems” – being taken care of by Swieso’s people (same as house next door to me.) Down the street the mow strip was torn up – the sidewalk was replaced (not by the City) during plumbing repairs. The occupants had the audacity to deny all of this?!? Then Jim told me about his own kitchen plumbing problems – he ended up with a new set up. Then came his bathroom plumbing problems. I blatantly asked him if the water lines were being replaced – of course he said no. Then his fence fell over. It could have easily been put back up – yet it became an insurance claim.

He said the same thing happened to his neighbor across the street – a woman who ended up with a new vehicle. Again I asked about water lines being replaced because the pattern sounded all too familiar behind the water scam, including the rewards / money / new vehicles for participants. Since he repeatedly told me this neighbor, a divorced woman of 2 had no money – how could she afford a new vehicle? Which HE accompanied her to pick up! I stopped asking – it seemed that his daily visits were designed to keep me from seeing what was taking place. Or so it may have appeared.

Jim’s other neighbors were also ending up with new vehicles – just as my neighbors were. When I mentioned it, he said nothing. I can now say with 100% indisputable evidence that Jim’s neighbors intertwine with my neighbors – the very neighbors I have been exposing behind the water scam all along. Linked to the atrocities done to my family – as well as lying / covering up the truth about the unsolved murder 2 doors west of our properties when this took place there. And several other deaths behind this operation.

Jim claimed that his deceased mother's wedding ring he wore fell off, so he had to keep it in his pocket. That is where I kept my $5,000 diamond ring. The diamond appears to have been switched (not verified yet.) Belongings throughout my home were being stolen / switched / altered again - even in the garage / apt. Jim did not say much until after my next-door-neighbors moved out - then he carried on that THEY were the thieves and that all my other neighbors were good and honest. Really? The people who participated, lied and were covering up the City water scam, denying all that took place here?

Naturally, that included the original 1942, never walked on hardwood flooring, beneath the wall-to-wall carpet that was switched with trash. So nasty it was taken out. Replaced with 3' x 5' rubber backed mats throughout (very tacky.) Two weeks ago I found a beautiful 7' x 11' area rug for only $15, which I put in the dining room. I was so happy. Upon showing it to Jim he immediately responded, "That will fit in my back room."

There were days I did not feel well. I could have sworn being incapacitated again. alleged catheter or sexual assaults. Jim used to talk about his earlier sexual conquests - implying what he wanted to do to me. Sometimes I got the impression he had been watching me as others claimed to have done earlier, with hidden cameras. I kept telling myself he would not do anything like that. At this point I put nothing past this man.

It had been many years since I celebrated Thanksgiving or Christmas. Without family, it was just another day to me. Jim said he had not celebrated either – he wanted me to cook Thanksgiving dinner. Jim prepared Christmas dinner and brought it over. More flowers. Cards. He even brought his deceased mother’s “Mamma & Pappa” and Noel Christmas decorations to make things more festive.

It was just last week when Jim assured me I had nothing to worry about - as long as he was alive, he would continue to fund me. I asked him how he could possibly continue to do this. He said, “It’s only money. I can’t take it with me.”

One of my neighbors told me he mentioned to her that we were becoming much closer and that I was “quite a gal.” She even referred to him as my “boyfriend” when she stopped at my house on Christmas to drop off a jigsaw puzzle. Other neighbors (behind water scam) said they *knew* he was my "boyfriend."
.
So needless to say, what a shock – I was completely caught off-guard when last Friday (January 20), Jim told me there would be no further financing.
.
Not only had I lost even more, the alterations in the area were complete so it was no longer necessary to keep me sidetracked or cut back from walking the dogs once instead of twice per day, in front of homes being altered behind the water scam.

Same technique as Wilbert Swieso pulled on me – after severing all ties, making himself appear to be my only friend (who I became completely dependent upon), told it was over – there would be no more “help” (ongoing repairs to what his group was behind.) Left alone, scared, helpless – not realizing what he had been done until it was too late. It just happened again. Although this time I almost expected it because clearly, there was an agenda behind the funding.

I am now right back where I was when this man stepped in – at the end of the road, no way to survive this.

I suppose I was still in shock when, instead of severing ties with this man, I told him I would have to cut back on the daily visits – I needed to focus on getting help so instead of 6 days per week it would have to be cut back to 2 days. Instead of being disappointed, he was in great spirits and merely responded, “Whatever you want, that’s fine with me.” Up until then he always asked to come over earlier – even wanting to come over before attending 4:30 p.m. mass on Saturdays, where he claimed the Lord led him to "help" me. (Saturdays was the 1 day he did not come over.)

This man scares me. Yes, believe it or not, I am scared of this 82-yr-old self-professed man of God. Today I asked a neighbor to return all the puzzles and request that Jim stay away from me. Then it occurred to me – this man was bringing me things from his home. As gifts. An eyeglass case (exactly like the one he used), keychain, special gold-trimmed coffee mug from the company he orders specialty items from, a hand-crocheted hanger (by his deceased mother), cataract-surgery sunglasses, things that could not have come from anyone else – things he could easily say I stole. Especially if I am no longer here to defend myself. Is that why he laughed while writing that first check, it was worth it to finally get me in his house? In the process of making himself appear as another self-proclaimed victim while "helping" me? Making me look so bad no one looks at THEM or what they are doing behind closed doors. I do not trust this man. I went back and asked my neighbor to return these things to him as well.

Throughout all of this I never said much; things did not make sense. I just continued my attempts to seek help, restitution in order to survive. Jim simply smirked, it would never happen. I said I had indisputable evidence. At the same time he told me his nephew was an attorney he responded, "So what, you need an attorney and can't afford it." Nice friend, eh?

From all outside appearances, this man could not have looked more legitimate and caring. (Exactly as all the others did.) During one of our last conversations he told me his home is co-owned by his sister and that after he dies she and her family/children will inherit all. Add it up. Everything was a lie, a set-up.

Against all odds I survived more than most people could imagine possible – only to be met with the City of Fresno / Alan Autry calling me a “liar” – altering records and committing perjury to deny all.

One nightmare after another – I lost everything and everyone, with plans and attempts of leaving me dead as well – the evidence and trail speaks for itself. Again scared, alone, called a “liar” by the very people/agency behind this. Refused help or restitution, making it impossible for me to survive. Should something happen to me, I am leaving this information behind so others who are alone and fighting this may find it useful. With all my documentation it won't be hard to prove, beyond a shadow of a doubt, if you can get beyond those involved – specifically the City of Fresno and their participants, who are ruthless in annihilating, covering up and preventing the truth from being exposed.

No doubt it would be difficult to believe that everything in one's home could be switched. From built-in cabinets, tables, chairs, buffets, china cabinets, toilets, doors, windows, air conditioners, rain gutters, flooring, etc. Impossible? This accompanies the Wilbert G. Swieso / City of Fresno's secret water diversion operation.

City of Fresno targeted me for elimination - never expecting me to survive. Rolf and neighbors left dead. I was robbed, raped, fraudulent legal documents, fraudulent insurance policy, much more as the horrors took place.

The switching of furniture and belongings is not just a simple burglary operation. Once you understand that secret replacement of the City water system entails major reconstruction of connecting properties, you will be able to further understand how and why the switching of furniture and belongings MUST be done.

As you can see, structures are no longer standing as they were when originally built. So unless this is done in-between sales - property owners are being annihilated - all reports, evidence is prohibited by City of Fresno.

Also keep in mind Mr. Swieso and several members among his mob are professional woodworkers. There are also professional photographers and graphic artists who scan and alter photographs to make it appear that nothing changed. As for getting into homes to carry this out, there is mention of devices that bypass locks leaving no sign of break-in. And with "planted" neighbors/tenants surrounding their victim/s, in addition to tapping phones and hacking computers in order to sabotage attempts to seek help, they have created the "Perfect Plan." The trail of burglaries, ID theft, forged and fraudulent legal documents, real estate fraud/theft, insurance fraud, reports of poisoning, suspected homicides, unsolved murders speaks for itself. Once the alterations are completed, title companies alter the parcel map to line up to the new layout; structure re-sold as "original."

The City of Fresno's risk analysts are involved in the operation. One was sent to my home to lie about the recurring sewage back spills. I was a care-provider to my handicapped uncle at the time - the goal was to have us eliminated so the City could seize control of our properties. Rolf and neighbors left dead.

Despite countless witnesses, the risk analyst lied about the street widening in front of 2 of our 3 properties (Olive Ave., Tower Dist.) as well as the residential street. Records, including historic aerial views had been altered to make it appear that nothing changed. She lied about the new property lines, relocation / reconnection of utility poles. She about the relocation of street lights, fire hydrants. She lied and lied and lied ~ then used her "release for clean-up" as her ticket of non-responsibility for the major theft, damages, reconstruction, illnesses and death that ensued as a result of this nightmare. She conspired with my property insurance agent, making sure I was left unable to file a claim for ANYTHING that took place. When asked for an explanation, she merely said, "I can't talk to you about that." With my documents and photographs stolen, and altered city records to cover up all that had taken place, the Senior Risk Analyst smirked, "You will never prove it." Upon presenting a copy of an UNALTERED water layout, which verifies exactly what took place, death threats ensued.

The reason for prohibiting me from filing an insurance claim for the grand theft and major reconstruction is quite simple ~ I was not scheduled to still be alive. Mr. Swieso "planted" tenants in the 2 commercial properties along Olive Ave. to serve as "credible witnesses" that none of this took place. With the fraudulent legal documents prepared, and mold consuming one of the properties due to the loosening of a clamped water line covered in new cement, the tenant was going to sue and own all, free and clear, as this group boasts of doing to others. It was further implied that a fire was going to ensue, which would allow THIS MOB to file an insurance claim, which would pay for the new restaurant being planned. As you can see, fires are quite common here in Fresno, CA.

In fact, in addition to the suspected homicides, unsolved murders and real estate fraud along Olive Ave., I counted at least 20 fires within a 1 1/2 mi. radius of these properties. My home was completely rebuilt with trash on top of clamped sewre/water lines. Rooms left smaller - therefore all contents were switched and/or cut back smaller.

My large washer and dryer were switched with smaller (trash) models, because the larger ones no longer fit!

PG&E's CARE program came by offering me a brand new refrigerator in exchange for my large one ~ behind my back it was then switched with a smaller duplicate, to accommodate the new measurements that followed.

BEAUTIFUL $20,000 antique china cabinet replaced with one using trim and curved glass from JC Penney Model. (Thank you, Lanny, for the tip on how this was done.)

Bathroom ~ beautiful, original tile torn out, replaced with chipped, uneven trash. Built-in cabinets replaced with more trash. (See no previous layers of paint ~ mine had several layers.)

Kitchen now smaller and rebuilt with trash.

Counter tile replaced with trash, now uneven, water seeping into drawers. Back tiles are brand new! (House built in 1942.)

Trash tiles; new faucet replaced with trash dripping mold.

Central heat/air torn out; heating portion replaced with asbestos trash and taped together! Carrier unit above replaced with mis-matched trash. Wiring held together with duct tape!

It appears that the ducts in the walls were removed; filth now pouring in, making me ill. Mold test also indicates mold.

Fireplace / chimney flue replaced with broken, rotted trash. Outside bricks have been replaced.

Driveway now overlapping due to altered property lines. Drivway now so narrow cannot open car doors without hitting sides. Neighbor's driveway doubled in size. (One home removed several doors down; others shifted down the block in a "ripple effect.")

Gas meter relocated / reconnected without authorization, permits or inspections.

Inside electrical wiring is all wrong; extreme danger.

Bedroom windows once needed a ladder to enter from the outside ~ they are now at a level for easy access.

Inside walls crumbling.

Beautiful, original hardwood floor switched with mismatched, unfinished wood. Nails seen in basement. Beams in basement now clamped together.

Cracked / relocated front steps. Outside wall crumbing. (Again, note no previous layers of paint.)

Sewer vent pipe next to wall switched from double to single. From facing east/west to north. Antenna for garage apt. is shoved down a severed water pipe running down wall in the tool shed.

City of Fresno called me a "liar" about my sewer vent going from 2' to 10' from the fence/property line. (Risk analyst should have had photos since the sewage was coming from these vents.) As you can see, the City's own unaltered water layout verifies exactly what took place.

All sewer and water lines replaced with corroded trash ~ house and garage apt. setting on top of this!

We were on our own property when the City of Fresno and their mob targeted us. It was not expected I would still be alive ~ in addition to the earlier suspected homicides of my family members, my handicapped uncle and neighbors on 3 sides left dead behind this operation. The City of Fresno then committed perjury to call me a "liar." Further prohibited from filing a report, obtaining help or restitution for what took place.

Years of poisoning and creating a lynch mob went into what was done to me. The torch was passed to Wilbert Swieso in 1982 ~ he never let go. It was left in such a mess that I cannot rent it out and move into the garage in an attempt to survive this nightmare.

Stripped of civil and human rights, I was further robbed, raped, more pets killed/harmed. Stripped of a means of survival, left unemployable due to the poisoning and hidden cameras, in fear for my life as death threats have increased.

Fresno, CA's Cross-Connected Water Lines!

Property owners are repeatedly reminded they are liable to maintain the sewer and water lines on their property - "at and after the point of their connection into the water meter service." Because THAT is where the hell begins.

The City of Fresno has a secret. For over 50 yrs, they have been replacing the City water system which entails reconstruction of connecting properties. By the time it is over, the sewer and water lines on private property have been left haphazardly clamped together.

The street widening that accommodates this is so extreme that trees are removed as blocks are made smaller.

Several feet cut off front lawns; back yards extended into alleys.

To make room, one structure on each side of the block is removed.

Lots of fires.

Yet you don't see empty parcels. Because one by one, all the other structures undergo "renovations." As this goes on, structures are slowly shifted down the block; all property lines changed.

Keep in mind this has been going on for over 50 yrs. People are "planted" until the reconstruction is done - that way there are no complaints about this being done without permits or inspections - massive building, environmental, building and safety code violations. By using a fake work crew on private properties, the City claims no knowledge! Then they carry out the major reconstruction on city property to tie it all in - then alter pubic records to cover the evidence.

Some structures removed as others expanded. In some cases 2 homes become 1 as they all shift down the block - rebuilt on TOP of clamped sewer/water lines.

After each structure is complete, aerial views are altered to make it appear that things were always this way. Title companies alter the parcel map to match the new property lines and structures are re-sold as "original" to unsuspecting buyers.

From the outside, everything appears in order. Yet as you can see, nothing is standing as it was when originally built.

The "Before and After" parcel maps are the first clue that something is seriously wrong with this picture.

Example: The water layout verifies the sewer vent in this yard went from 2' to 10' from the fence/property line. (See 198' on diagram.)

Sewer and water lines were replaced with rotted, corroded, haphazardly-clamped pipes. The garage no longer has a separate water set-up as the diagram shows - it was cross-connected to the house. The main water shut-off valve for the house was removed.

All gas lines and utility poles have to be relocated/reconnected. More altered records to make it appear that nothing changed.

Reason for removal of main water shut-off valve was due to the water lines being cross-connected to the house next door. It appears the house next door is also tied into the hot water heater.

This has taken place from one end of Fresno to the other. (And beyond.) The City of Fresno is using altered records to deny all knowledge or responsibility for this horrific shambles of haphazardly-clamped sewer and water lines, not up to code, and in some cases cross-connected to neighbor's property. Shut-off valves removed so no control at the same time they continue to remind property owners they are responsible for the maintenance of sewer and water lines on their property.

After 50+ yrs, the City of Fresno was finally caught. They reacted to reports with name-calling, perjury and a Restraining Order against me.

At first, Senior Risk Analyst Kerry Trost, smirked, "You will never prove it." When I later addressed the issue of cross-connected water lines he responded, "That is YOUR problem, it is on YOUR property!" By this time I had the copy of the water layout and specifically pointed out that the water meter in the alley as well as the sewer manhole - both had been replaced/relocated just as I had been saying all along, which could not have possibly been done without the unauthorized reconstruction of my home. He then demanded, "This is OVER!"

As long as residents remain oblivious to the deceit and municipal fraud taking place, the City of Fresno gets by with lying and assuring residents of their integrity and efforts to improve the water system.

The City of Fresno gladly offers help and answers regarding the public utilities - until confronted with the TRUTH. Then they get nasty, threaten, commit perjury and refuse to even address the issue. By using altered records to deny responsibility because the problems are on private property, the City of Fresno is getting by with holding others liable to maintain a horrific mess they have created. That includes cross-connected lines resulting in various residents unknowingly paying their neighbor's utilities.

Now with water meters installed, it is a good idea to check all of them down your block - verify who is and who is not paying. According to Kerry Trost, Fresno water meters are on private property and not the responsibility of the City of Fresno when linked to cross-connected lines - therefore, residents should feel free to pull up the lids and investigate. (Do not rely solely on the meter reading because numbers are occasionally turned to make it appear there is service. Either go back and re-read the numbers or look for the rotating arrows.)

As for mold, termites, sick building syndrome - another chapter. These structures are not up to building standards nor seismic/earthquake codes. That is why you will find no record for the reconstruction - all done without permits/inspections.

Fresno: Knowing when it is time to let go + be transformed

I am witness to the 50-yr water scam, which entails horrific crimes against innocent residents in order to "clear the path." Reports of poisoning, real estate theft, insurance fraud, suspected homicides, unsolved murders ~ and the attempted murder of me. I can provide names of 60 poisonings, deaths, disappearances, suspected homicides, and facts behind unsolved murders. Reports were not wanted or allowed ~ the punishment was perjury, Restraining Order and death threats against me. Public records were altered to cover up evidence and motive behind all the above.

It was not expected I would be alive to expose this nightmare. In preparation for my final departure, I could not look worse due to the many years of poisoning and hidden cameras while being set up for what was coming. When you can make your victim look worse than YOU, no one looks at YOU or YOUR trail. No one suspects that this has been done to countless others ~ because they usually are dead by the time it is over. Once a person's reputation and credibility have been destroyed, no one cares or questions their death or disappearance.

In "revenge" for my horrific behavior while being poisoned, everything I owned was switched with inferior look-alike. Larger objects had been rebuilt smaller. Built-in cabinets switched with trash. Windows/doors, rain gutters, toilets, flooring, replaced with trash. Photographs were scanned/altered to make it appear that nothing changed. It sounds absurd ~ why would an entire mob invest YEARS into the planning of something like this. Because things are not always what they appear to be.

For those who have been following my page/blogs, you have seen the evidence of structures being completely rebuilt on top of the City's secretly-replaced water system. By the time it is over, nothing is standing as it was when originally built. Rooms are no longer the same size. Victims are either eliminated or set up as I was ~ as a horrible person who deserved being robbed, raped, filmed with hidden cameras, and more. The burglary portion of the operation followed the sewage back spills, which the risk analyst was lying about. This allowed for countless photos and everything removed for clean-up i.e., theft, replacement of cabinets, etc. My handicapped uncle, neighbors and I were being set up for elimination so all of this could take place - repeated exposure of raw sewage resulted in illness, hospitalization, which left no one home as major reconstruction was taking place without authorization. In the end, my uncle and neighbors on 3 sides were left dead.

People who are made to appear as horrible as I did while being administered chemicals, are not entitled to file reports, defend themselves, apologize, or seek justice for surrounding atrocities.

So isn't it odd that if I was so "legitimately" horrible, the Court system was not used to alter / bypass my family's legal documents (Irrevocable Trust) instead of click: this method. Instead, Mayor Autry used the justice system for perjury and denial. Like the others, he could not afford the truth to be exposed let alone documented.

Aside from those behind this nightmare, others never saw beyond the smokescreen. Their loyalty remains to those at the core of this. I remain surrounded by this mob as the horrors continue.

No one is entitled to kill another person and/or family. To set them up for annihilation, poison, rob, rape, take properties by fraud, strip victim of means of survival + prohibit help. These are unforgivable sins ~ being committed by mob behind Fresno's water scam. Others are recruited when they see how easy it is to rob, annihilate and get by with it.

Strength is not demonstrated by continuing a losing battle but in having the power to let go and the sense to know when. In cases such as this, when there is nothing left and no chance of survival, suicide is not a sin ~ it is a tragedy. Secret replacement of the city(s) water system entails major reconstruction of connecting properties. The operation has been taking place over the past 50 yrs. In-between sales, under the guise of "renovations", fires, etc. every structure has been altered; streets widened; utility poles relocated / reconnected; all done in total secrecy, which is why there are no records for this vast undertaking. As you can see, the City has become a shambles. Building / safety / environmental / health code violations, escalating ADA violations, quality materials and workmanship replaced with inferior materials.

EXTERMINATION OF PROPERTY OWNERS

Replacement of the water system is carried out section at a time. So for those property owners who did not sell or relocate throughout the years, they are targeted for elimination. One such method entails deliberately deluging victims with raw sewage until they die.

As sewer and water lines are being replaced, it creates sewage back spills on city and private property. The City risk analyst is sent out to lie to the property owner about the cause. She demands a "release for clean-up." By the time it is over, the victim is dead. With "planted" neighbors to serve as "credible witnesses" that nothing took place, the major reconstruction of property is carried out without permits, inspections or complaints. Property lines changed. Title companies knowingly record the forged / fraudulent legal documents while illegally altering the parcel maps to line up to the new layout.

With all the evidence covered up, the City denies all knowledge and/or responsibility. As if nothing other than new sidewalks ever took place. We believed the Mayor when he talked about the "infrastructure upgrade" (which is part of this nightmare.) We believed that the new sidewalks were on our behalf. We trusted and believed in this man never knowing that behind the lies, human and civil rights were being taken from us while being led like sheep to the slaughter.

I reported Swieso's partner, a local resort owner, as "danger to the public." Verified forgeries of wife said he "got rid of." (He said she was "crazy.") My friend pled for help claiming to be poisoned with intent to kill; dead, age 39. (He said she was "crazy.") While poisoning me, he said I would meet his wife and the others, "In another world." (Said I was "crazy.")

Immediately after the death of my mother, in 1983, one of Swieso's group laughed, telling me my father would be diagnosed with Alzheimer's and I (who would then be left signature on the properties this group was after) would lose everything. My father was diagnosed with Alzheimer's and I lost everything as a result of the poisoning and conspiring among this group. There is no doubt in my mind my father was being administered chemicals. The coroner was also linked to this mob ~ my father was denied an autopsy. Same with my handicapped uncle who HAD to die in order for Swieso to alter the legal documents (2 of the 3 properties were in an Irrevocable Trust for his care.) Mr. Swieso, the "honest" insurance agent, coerced me into signing illegal documents that named HIM, "Successor Trustee" to my family's properties. With my final departure underway, and a fraudulent life insurance policy appointing Mr. Swieso "beneficiary", he demonstrated the same pattern I saw him do to countless others. This estate planner's motto: "You can't live for the dead."

The gentleman who predicted my father death stopped by my house a while back ~ told me I would commit suicide. Not that I am suicidal ~ I have spent the past several years pleading for help. Suspected homicide of my family members, attempted murder of me, income properties taken by fraud, home torn apart and left a shambles, everything stolen, insurance sabotaged so no recourse, left unemployable due to poisoning and hidden cameras ~ ongoing hell, while continuing to be called a "liar." I remain surrounded by this mob ~ monitored, sabotaged, discredited. What option is there other than suicide. I am now in the final chapter. Against all odds I made it this far only to have Mayor Alan Autry hammer the final nail in my coffin. Mr. Swieso and his mob remain fully protected ~ "clearing the path" for secret water diversion. (Also interesting is the connection of Mr. Swieso to the Laundromat next door at the time of my mother's death. He is laughing at our City officials, saying they are too incompetent to ever figure it out. With the City's office personnel looking at altered records, there is no help.

In addition to my ongoing illness and infections, my handicapped uncle died as this took place on our property. I was called a "liar" about what took place, and prohibited from filing a report, seeking justice or restitution. Neighbors on 3 sides of me also left dead as this took place.

Unfortunately the DWR is not a regulatory agency. It has no authority to intervene on local issues. Based on the information you've offered, it might be advisable for you to contact the City of Fresno directly. If you feel you have exhausted that avenue, then you might try the Fresno County Board of Supervisors or your elected state officials. You always have the option of contacting the state Attorney General's office, as well as the Water Resources Control Board.

Fresno resident, L.O.G., self-proclaimed member of the Aryan Brotherhood, says his daughter (local FBI agent) is behind high-tech monitoring of targeted property owners which allows heinous crimes to be carried out without being caught. Beyond tapped phones and hacked computers ~ he says the method is so far advanced that no one will ever figure it out. He boasted of robbing and murdering, even offering to kill anyone I wanted. He said that with the help of his daughter's monitoring technique, he would never be caught and even if he was, she had the power to see that he was not held accountable for anything. (She has covered for him in the past ~ info upon request.)

It appears that L.O.G. is referring to surgically-implanted monitoring devices. In the past, I was told on 3 occasions, that was behind the TMJ ordeal I endured. I awoke in excruciating pain ~ my jaw had apparently been broken/dislocated. Although it felt like the back gum area on both sides had been cut, I could not open my mouth wide enough to see. I told my dentist I had TMJ. I could barely open my jaw wide enough to be fitted with a device, which I wore for 3-4 mos. My jaw never closed as it once did ~ in fact, those who told me what had been done to me actually laughed at the final result. To this day I can *feel* something imbedded. I am too scared to have x-rays ~ too scared to even tell my doctor. After all that has been done to me including the suspected homicides of my family, followed by death threats for exposing so much, I live in terror.

L.O.G. is linked to Wilbert Swieso, the self-proclaimed mastermind behind the water scam. Mr. Swieso leaves a trail of deaths, forged and fraudulent legal documents and insurance policies. Upon being targeted, he used the City of Fresno's risk analyst to set up my family and neighbors for annihilation ~ I am the sole survivor. Both income properties taken by fraud; home torn up and left a shambles (using trash materials inc. asbestos) now setting on top of corroded, clamped sewer/water lines. Insurance sabotaged, prohibiting me from filing any claims.

Mr. Swieso says Mayor Alan Autry participated in setting up my family and neighbors for what took place. So is it really a coincidence that it was Mayor Autry who prohibited reports ~ instructing his risk analysts to commit perjury and have a Restraining Order issued against ME. Calling ME a "liar" about the deaths, destruction and major reconstruction of city and private properties ~ accusing ME of harassing THEM! See how they turned the tables to make ME appear the criminal. A legitimate investigation would verify cold blooded killings and much more behind this Restraining Order against me. (Including the unsolved Polzin murder across the street when the water scam took place on his property. Wilbert G. Swieso, long time insurance agent, estate planner, Long Term Care broker gains access to his clients' homes with offers of "help with home repairs." Sewage back spills occur, which he claims no knowledge or responsibility for. One repair leads to the next, as he brings in his private work crew. He refers his various home health personnel (involved in the operation) for the illnesses. After the death(s) I often saw him forging insurance papers and altering legal documents while citing his motto, "You can't live for the dead." Not until being targeted did I realize what he was doing.

Illegal takeover of PG&E's equipment. Despite witnesses, photographs and unaltered records, PG&E has no idea, because their records have been altered to make it appear that no changes have ever taken place. Illegal relocation of PG&E's equipment; rewiring, reconnecting, cross-connecting to illegally relocated/reconnected Smart Meters, etc. The group behind this is not authorized or licensed ~ even the connecting structures are illegally rewired, in some cases, cross-connected for utility theft. (Until this has been addressed, utility theft remains covered up by Disclosure Laws.)

This is an overview of how blocks are being made smaller with structures rebuilt on top of secretly-replaced water system.

How could something so massive be done without the public's knowledge? Very carefully. Over the course of 50 yrs, done in-between sales, under the guise of "renovations" or with "planted" neighbors to serve as "credible witnesses" that nothing took place. As for those occupants who have not relocated in time ~ God help them. (Trail of real estate fraud, ID theft, suspected homicides, unsolved murders follows, also being covered up.)

From street widening, tree pulling, major reconstruction, changes in property lines, relocation of street lights, fire hydrants, storm drains, manholes, PG&E's equipment (utility poles, junction boxes, Smart Meters), etc. there is no record for what is taking place.

All property lines changed; every structure now setting on top of clamped sewer/water lines ~ major building, health, environmental, safety code violations.

When alterations are not authorized or done under appropriate guidelines, do not expect to find any record for it. No permits, inspections for the reconstruction. No safety precautions behind replacement of city water system, which results in citywide discharging of raw sewage. How is this covered up? City of Fresno's risk analyst is involved in setting up targeted property owners for annihilation so this can take place without complaints/witnesses. Lying about the cause behind sewage back spills, leaving a trail of illnesses, deaths, suspected homicides, unsolved murders ~ property then torn up / rebuilt on top of secretly-replaced water system. Using altered records to cover the evidence of her involvement as well as everything having been well-planned and deliberate, her response, "Not my problem."

In my case, the risk analyst was caught in her lies ~ including relocation / reconnection of the nearby utility pole. I personally saw the group in action ~ they tried to swindle me of $2,000 to reconnect the mass of lines/cables. Upon mentioning PG&E, they reconnected ~ resulting in additional $900 to my bill that month. With PG&E's records altered to make it appear that their pole had always been where it is now, I had to pay or lose service.

The risk analyst denied that Olive Ave. was widened, which entailed the very destruction of my family's store-front properties I was being called a "liar" about.

She insisted that property lines had not been changed, resulting in the sewer vent in my yard (behind the above 2 properties on Olive Ave.) going from 2' to 10' from the fence.

It appears that there is no accountability within these agencies / departments. Outsiders have taken complete control of all overhead and underground utilities ~ and everything in-between.

It also appears that people among this nightmare are holding positions in various agencies that the public is assured they can trust and rely on ~ only to find out that they prohibit help. Reports prohibited. The public is left without help, recourse as the atrocities continue, at the cost of human lives.

Mr. Swieso laughs and laughs ~ he says the City is too "incompetent" to ever catch, see or stop him. He says the public is too "oblivious" to see what is taking place right under their noses. He further laughs at how easy all of this is because the public never questions anything ~ they believe anything they are told." That includes the office personnel at the City of Fresno as well as PG&E ~ put altered records in front of them and that is what they support. It is all they have.

With our utility infrastructure no longer in compliance, we are all in great danger. Instead of cursing, blaming and seeking revenge toward PG&E for all the utility problems that have transpired since the introduction of Smart Meters, perhaps we can help them rectify the problems. For the sake of all of us I am requesting your help in getting this information to PG&E ~ I cannot get beyond the mob behind this.

MEDICARE FRAUD

For several years, I was the sole care provider to my handicapped uncle. Down's syndrome, totally bedridden the last 5 1/2 yrs of his life.

It was near the time of the City of Fresno's deliberate sewage spills, my uncle began to develop bed sores. Those bed sores would never heal because they were constantly infected with pseudomonas. I felt blessed we were able to have Home Health Services ~ imagine daily care not only by a registered nurse but an aide to come and bathe my uncle. I did not even question them when they requested copies of the deeds to our properties as well as banking information.

In time, something did not make sense ~ Medicare fraud became a huge issue. Services were being cut back significantly. Investigations and licenses were being revoked. Companies were being closed. Because home health care is designed for limited and temporary services ~ it is otherwise extremely expensive (in our case over $10,000/mo.) My uncle did not qualify for all of this on-going care ~ patients with such needs as his were being cut off or and/or put into nursing homes. So I asked the nurse why the rules did not affect my uncle ~ why was he continuing to receive daily care when obviously, he was not entitled. I was told, "because he is special." Another one told me that other patients were released prior to receiving their full benefits, so those unused benefits were transferred to my uncle. It all sounded absurd, but since I was receiving the monthly statements from Medicare, which showed the number of hours being spent on my uncle, I said nothing.

One of the aides came over to visit me nearly every day after he got off work. He immediately went to my uncle's pills, opening and pillaging through the containers. I asked him what he was doing ~ he said he was making sure there were enough pills for the following day. Keep in mind that during all of this, I was being administered chemicals, described in earlier blogs. I would have otherwise suspected what this man was doing. Because there is no doubt in my mind that my uncle was also being poisoned. He had to die in order for the fraudulent legal documents to be prepared (explained in earlier blogs.) This was the same aide who later gave me hints about the reconstruction that went on right under my nose.

Another one of the aides used to point to my belongings, telling me what she wanted after I died. Another one brought her fiancé, showing him my family's properties next door, asking if she could have the sconces off the walls! Clearly, there was more interest in my family's properties and belongings than in the welfare of my uncle. By the time it was over, all 3 of the properties had been stripped and haphazardly rebuilt on top of the City's secretly-replaced water system. Everything I owned had been switched with trash ~ insurance sabotaged, etc. These are the home health aides I later overheard Wilbert Swieso referring to his elderly insurance clients.

Mr. Winslow took credit for having my handicapped uncle's gold-filled teeth removed prior to his death. He told me it was time for my uncle to die since "he looked so bad." I never introduced him to my uncle! While the aide was cleaning up the coagulated blood from my uncle's mouth, the nurse would not approve for him to see a dentist ~ she said his teeth would "come out the other end." Of course they never did ~ they had been removed!

DO YOU SEE THAT SOMETHING WAS/IS VERY WRONG WITH THIS PICTURE?

There are professional photographers and graphic artists among Mr. Swieso's mob. Scanning and altering photographs to cover up the theft and major reconstruction, so their victim appears "crazy." Others among Mr. Swieso's group boast about altering legal documents, insurance papers and MEDICARE STATEMENTS! To this day I do not know (or believe) if these people were legitimate. I do not know if those monthly statements were being scanned/altered to keep me from questioning what was taking place. If so, it would explain so much. Including why my uncle was refused an autopsy ~ because he received daily home health services. (For the sake of countless others, it needs to be looked into. I cannot get beyond Swieso's mob to have it done.)

CORONER

In 1982, Wilbert Swieso conspired with Jon F.M. in firing his secretary and breaking all the rules and regulations at Principal Insurance, to hire me. My mother died the following year. One of the agents immediately laughed that my father would be diagnosed with Alzheimer's and I would lose everything. Ten years later, my father was diagnosed with Alzheimer's. Mr. Swieso and his mob (including the City of Fresno's risk analysts) set out to annihilate and take the properties over in order to secretly replace the City water system. Mission accomplished.

There is no doubt in my mind that my father was being administered chemicals as well. Blob (linked to Winslow, who is Swieso's associate) was seen sneaking and stealing in my dad's home immediately prior to my father falling and ending up in the hospital, OD'd on his medication. (How was that possible since I administered the medication and took him for a WEEKLY blood test for monitoring of his medication?!?) He was then wrongfully discharged with pneumonia, in horrible condition, and died 2 days later. 1994.

The coroner recognized me ~ my sister and I had stopped at his yard sale down the street a few weeks earlier. This was someone I went to school with so when he asked how things were going, my sister and I told him our father had been diagnosed with Alzheimer's and we did not know how much longer he would be alive. The coroner used that as his excuse for denying our father an autopsy ~ because his death was "expected." (Blood was all over his mouth at the time of his death ~ were his gold-filled-teeth removed as well?)

Turns out that the coroner (now deceased) was the brother of a local councilman, linked to Mr. Winslow. Mr. Winslow is the one who told me he "got rid of" his former wife, who he said I would be meeting, "in another world." Winslow: Rags-to-Riches. Three different women (online) then claimed to be Lora Winslow.

2003, I began dating the councilman's former brother-in-law. (I had gone to school with him as well.) He invited me to his home in CO for 10 days. I ended up in emergency with internal bleeding (more poisoning?) Upon my return home he called to ask me how my HOUSE was ~ because it had been altered some more!

My point is that you can see how easy it is to annihilate and have the truth/cause behind someone's death covered up.

SCANNING / ALTERING PHOTOGRAPHS AND DOCUMENTS

One of the photographers among Mr. Swieso's group used to tell me about scanning people's photos into other photos. For instance, I could have my face scanned into someone else's family portrait and it would appear that I was part of that family. My childhood photos could be scanned in ~ no one would ever question anything, should I end up owning that family's property and assets. Or should I claim to be the closest relative of the deceased, when the coroner shows up. ID is not requested at this time ~ anyone can say they are the next-of-kin. Imagine the death claims or how the funds are reinvested.

Outsiders do not see the trail of deaths or forged insurance applications / legal documents that follow Wilbert G. Swieso. He gains access to his elderly clients' property with offers of "help with home repairs." Just as done to me, someone ends up hospitalized, which allows him and his mob to carry out the secret water diversion operation without the owner's knowledge or consent. Just as he did to me, more fraudulent insurance policies are written. I also saw him enrolling one of his "helpers" in a HUGE investment account. I was told about others ending up with new homes, which they claim were the result of someone's life insurance death claim.

Mr. Swieso proudly boasts of overriding the Planning Dept. to carry out his secret water diversion operation. Sure enough, there are NO records or accounting for the street widening, tree pulling, relocation of storm drains, fire hydrants, utility poles, etc. No record of the major reconstruction or changes in property lines. Because all of it is followed up with altered parcel maps, aerial views and old records. If you look at my page you will see that what he is doing is costing billions of dollars. Where do you think that money is coming from? Real estate and insurance fraud? Why do you think there are no witnesses or complaints? People are being annihilated, property taken by fraud, in order to secretly replace the City water system.

Why has Mr. Swieso never been investigated? Because it appears that I am the first one to have ever gotten away before he finished what he began. Unfortunately, due to my behavior while being poisoned, my credibility was destroyed so nothing I report is looked into. Mr. Swieso simply gets by with calling me "crazy." Mr. Winslow got by with doing that as well. Exactly as planned.

Principal Insurance assisted Mr. Swieso in having my family annihilated and properties taken by fraud then slammed the door in my face.

5-1/2 yrs was not long enough for Sacramento's FBI to uncover the other side of "Operation Rezone" where residents are being robbed and killed; ID theft, real estate fraud, insurance fraud as the "path is cleared." It appears I am the first to get away before they finished what they began. According to Kerry Trost, Sr. Risk Analyst for the City of Fresno, it was Mayor Alan Autry who ordered him (and the initial risk analyst who lied / set up property owners who ended up dead and/or suspected homicide) to commit perjury to prohibit me from reporting the atrocities being carried out. This was in response to an attempt to report the risk analyst as a "danger to the public" ~ she conspired with Mr. Swieso in lying / setting up property owners, followed by suspected homicides, financial fraud, unauthorized destruction of private/public property, illegal altering of property lines, illegal relocation/reconnection of PG&E's utility poles and more. Notice mention of the Mayor (Autry), and the very risk analyst I was reporting as well as the senior risk analyst who accompanied her to commit perjury.

This, according to Wilbert Swieso, is behind CA's "water shortage." Plans for this "water shortage" began 50 yrs ago, as the evidence indicates. The billions of dollars being used to fund this operation appear to be coming from the insurance fraud, real estate theft, suspected homicides, ID theft, etc.

Electrical power grid to be blasted by 2012 solar storms

A report issued by the National Research Council (NRC) in January 2009 has warned of the far reaching consequences of a solar storm hitting the Earth as the sun becomes more active during solar cycle 24 which began in 2008 and peaks around 2012. A March 23 article in the New Scientist discussed the significance of the NRC report which details how a solar storm could wipe out the electrical power grid causing massive disruption in the U.S. and around the planet. The impact of the plasma energy directly bombarding the Earth during a solar storm could lead to electrical power stations being off line for weeks and months at a time, as overworked workers try to repair badly damaged electrical equipment. According to the NRC report, this would lead to “disruption of the transportation, communication, banking, and finance systems, and government services; the breakdown of the distribution of potable water owing to pump failure; and the loss of perishable foods and medications because of lack of refrigeration.” Imagine life without running water from a tap, no refrigeration for storing food, gas for your car, or mass transit due to the power grid being off line for months. Millions of Americans could subsequently die in such a scenario described by Michael Brooks author of the New Scientist article, “Space storm alert: 90 seconds from catastrophe.” Such disturbing scenarios are very possible according to the National Research Council report. Now is the right time for bold action to replace the outdated electrical power grid with a decentralized form of fuelless or 'new energy' generators that can be mass produced for homes, small businesses and essential services.

Solar Storm to shut down U.S. for months

A powerful solar storm may hit the U.S. and affect the country for months. The solar storm could shut down power grids and other communications systems by inducing currents that melt transformers. The catastrophic effects will lead to potential loss of governmental control of the situation.

The report was taken from a new study by scientists from the National Academy of Sciences. The scientists highlighted the worst-case scenario solar storm that may hit the earth. The research study was commissioned and funded by NASA. Experts from around the world in industry, government and academia participated.

The report says: Modern power grids are so interconnected that a big space storm — the type expected to occur about once a century — could cause a cascade of failures or damages that would sweep across the United States, cutting power to 130 million people or more in this country alone.

- perishable foods and medications lost in 12-24 hours

FRAUD! FRESNO, CA

Friends, this is what appears to be used to justify the annihilation of my family and neighbors in order to "clear the path" so the city water system could be secretly replaced. The problem is that there is no record for any of it, because it had NOTHING TO DO WITH THE INFRASTRUCTURE UPGRADE AND/OR CONCERN ABOUT A PREDICTED SOLAR STORM. No concern over the safety and/or welfare of anyone as property owners ended up dead, never seen again, and/or murdered.

There are 2 water operations taking place in Fresno/central valley:
1. The infrastructure upgrade, which is legitimate.
2. Secret water diversion operation, which began 50+/- yrs ago.

There were no fears or warnings about a pending solar storm back in the early 60s when the secret water diversion operation began. No mention of Planet X or concern of asteroids and/or comets slamming into Earth, when Wilbert G. Swieso and his mob devised a way to get around State water laws and regulations that prohibited development beyond Millerton / Friant. No doomsday scenarios as he recruited the "right people" to help him override the Planning Department as he and his work crew began tearing up the city, parcel by parcel, to alter the water system for the sole purpose of diverting the water for upcoming development ~ laughing that the public would never figure it out. This man has been running people off their property, forcing some into foreclosure, and worse as he leaves a trail of ID theft, forged deeds of people never seen again, altered / fraudulent legal documents, insurance fraud. He has PG&E's equipment and poles altered and reconnected, major reconstruction of private property on top of clamped sewer and water lines, without permits or inspections, followed by altered records to cover up the evidence! He has streets widened, property lines changed, relocation of storm drains, fire hydrants, on and on and on. Mr. Swieso is NOT contracted with the City of Fresno or there would be a record for these alterations. Mr. Swieso tied all of this into the City's new infrastructure upgrade, which to outsiders, appears to be legitimate. This is how he is getting by with this and more.

So while billions of taxpayer's dollars went into strengthening our water infrastructure ~ billions of dollars were also invested into weakening it! (Where do you think that money came from?) The city is now setting on top of clamped sewer and water lines - easily verified. This operation has spread beyond Fresno - look at my page to see what has been done. As I have repeated stated, the hell has never ended. Once targeted, there is no way out of this nightmare. This is merely the latest example of ongoing hell and how I am treated after being set up for annihilation by the City of Fresno so they could seize control of my property to carry out their water scam.

Most recently, behind my back without my knowledge or consent, my cement driveway was torn up - replaced with brand new cement. WHAT WAS DONE THIS TIME? A repeat of what took place the first time - my home torn up and rebuilt on top of the City's secrety-replaced water system! South side of house cut back so far the crawl space in basement no longer exists - now a cinder block wall! Driveway cut back so much I can no longer get into the vehicle without hitting the sides. I live in absolute terror as the horrors continue.

At the very least I wanted this documented. I was/am entitled to report such vandalism on PRIVATE PROPERTY so I filed an online Police report. Which was refused - just as all my other reports have been refused. Instead, the City of Fresno altered records to cover up what took place, committed perjury to deny, issued a Restraining Order against ME as though I am the criminal, followed by sexual harassment (in-between being raped) and death threats if I continue to seek help or restitution for what they did to me!

Fresno's risk analysts covering up more utility fraud

Same group - having records altered to cover up what is taking place, as though there were always this many poles and they were always standing in the middle of sidewalks. Escalating ADA violations.

No record of various streets being widened or sidewalks narrowed. Denial of storm drains being replaced, because there is no record of the streets being widened - more altered records as though this is not happening?!? Below: Olive Ave. between Fruit and Palm Aves.

Not only did the risk analysts commit perjury to deny this taking place, they are using "planted" neighbors as "credible witnesses" that none of this took place. The same "planted" neighbors linked to the group behind the illegal rewiring, relocating/reconnecting of these utility poles. What better way to recruit / silence people than to offer free utilities. Although it could be easily verified, disclosure laws protect those who are "allegedly" stealing neighbor's utilities.

PG&E insists there is nothing wrong with their Smart Meters. With the office personnel looking at altered records, they also insist that their utility poles have not been altered, relocated, reconnected. Witnesses and photographs are disregarded - PG&E's office personnel go by their records ONLY. Take another look at those poles, in addition to the evidence that proves the perjury committed to deny this taking place. To begin with, since when did the City of Fresno's risk analysts take charge of PG&E's utility poles? When it accompanies the other lies and fraud. Altering public records to get by with endangering and deceiving the public should be enough to figure out where the problem lies. Hence the perjury, followed by death threats and sexual harassment.

..... unlike those before me, I want the truth about my death to be known. I, nor the others, were able to survive the municipal fraud taking place in Fresno, CA. The city risk analysts, Swieso, Winslow, Blob - the list goes on. The more I ever exposed, the worse things became.

Some time ago I was informed that I although I made it further than any of the rest, for me there was/is no way out. I refused to accept that finale and continued my battle. Even Winslow told me I would be meeting the others, including his former wife who he claims to have eliminated in order to pull this off, "in another world". Instead of accepting that finale I researched and exposed evidence that should have resulted in having this man stopped and investigated. Clearly it is true - I did make it further than any of the others, including my family as well as neighbors on 3 sides who were left dead; attempted murder of me. Fraudulent legal documents, fraudulent life insurance policy, property insurance fraud, real estate fraud, same scenario done to others in order to "clear the path." This is a 50-yr operation - of course I am the enemy for surviving - hence, the close monitoring, sabotaging and ongoing death threats for exposing this nightmare. It is also true - there is no way out of this for me; I most certainly am going to meet the others, "in another world" as planned and attempted from the beginning. There is no help - reporting the atrocities was always treated as the biggest crime of all, including the City of Fresno's risk analyst who conspires in setting up various property owners for annihilation, followed by altered records to cover up the evidence. The City of Fresno supports what she did - including the cover-up of those who died after being DELIBERATELY exposed to raw sewage, followed by properties being taken by fraud in order to carry out the secret replacement of the city water system. They simply use illegally-altered records to call me a "liar" - evidence (including THEIR OWN RECORDS) is not allowed. On record, they have made ME appear the criminal; THEY are the victims. (Same technique as the "planted" tenants who conspired with Swieso in the hell and fraudulent lawsuits. Regardless that they never won in court, outsiders only see my name on record, which serves to further discredit me.)

Run? My home went from being valued at $200,000 to, according to one contractor, $35,000. Everything I owned was stolen / switched with trash - called a "liar" as insurance sabotaged so I could not file a claim for ANYTHING. Left unemployable due to the filming while being poisoned out of my mind. I mortgaged my home in order to keep the 2 income properties taken by fraud; the mortgage is now in excess of the value of my home. Run? Where. With what. I was left pinned into a corner with no way out for a reason - my finale. They still need a revised deed / parcel map for the final property on this block. Stay tuned - after I am gone, these properties will be leveled. It was not expected I would still be alive, which is why the switching and rebuilding with such trash. Unclamping the water lines was another technique. From what I understand, there was to be another fire and insurance claims - no one would ever know how they were stripped first either.

The attorney behind the fraudulent legal documents was protected by CA BAR Assn. Cover-up in Fresno The real estate fraud (more intercepting of Swieso), resulted in being cheated in excess of $1 million, also covered up. This is how Principal Insurance responded to reports of Swieso forging and altering insurance papers and legal documents. (Not only what he did to me, but as his former employee, I reporting seeing him do it to countless others!)

Keep in mind that there is no record or accounting for the operation taking place throughout Fresno - where is all the money coming from? It appears to be funded from property insurance claims, life insurance fraud and real estate theft.

In addition to the suspected homicides of my family members, this operation is behind the unsolved Polzin murder directly across the street. When I told that to the sr. risk analyst, who said I would never prove what took place, he laughed. (I did prove it, hence the death threats.) Another coincidence? Mr. Polzin's estate attorney was the same attorney who conspired with Swieso in the fraudulent legal documents for my family's properties - then closed his office and fled after being reported. Despite a reward for information behind the Polzin murder:

Running would not have been the answer anyway. I learned that lesson when D.F.B. thought she could escape these people. She pled for help, saying she had been poisoned with intent to kill. Just like me, due to her behavior while being poisoned, no one believed her. Deceased, age 39. D.F.B. was linked to another former boss, who conspired with Swieso in setting me up back in the 80s. He called me 2 weeks prior to his suicide (50 yrs old) - distraught, saying, "I can't tell you - you wouldn't understand." He was right - at the time I would not have understood. Not only because of the unknown chemicals but because I trusted him too. All I can do is look back. Not only do I see how these 2 people set me up for what was coming, I see how they were recruited, used and appear to have been discarded after their services were no longer needed. Although the evidence remains, an outsider will never figure it out.

At this point I can provide 60 names linked to poisoning, suspected homicides, disappearances. Imagine what would have happened had the information been looked into - how many others would have come forward with more information. Or if had exposed Part II - what is being done to residents without their knowledge. (Beyond belief - inhumane.) It was not allowed. The focus was always on discrediting me, making sure I was prohibited from even filing a report. That way, there would be no record or evidence left behind.

All I am asking at this point is that the truth behind my death not be covered up. The truth is behind the smokescreen, which I am ashamed to admit my own siblings were part of creating - chemicals used to turn me into a psychotic nightmare - filmed with hidden cameras. To outsiders, I could not appear worse - this is how my siblings collected $$$$. The "rotation system." Now watch how they (and nephews) will rotate out and who ends up with the assets. (It has been implied that 2 of my 3 siblings are already dead - if not, they will be.) As Winslow said, "After you get rid of the first one, the rest are easy." (Demonstrated in above link re: his former wife and her family? Same group, inc. same atty who prepared the first fraudulent legal documents!)

In Fresno, families are not entitled to be safe in their own homes - various City employees conspire in having targeted victims annihilated in order to have structures rebuilt (without permits or inspections) on top of the secretly-replaced water system without leaving witnesses or complaints. Records are then altered to deceive the public; new owners are held liable to maintain the clamped sewer and water lines as well as major code violations.

Please, at this point, do not assume or report me as being suicidal because I want the truth about my impending death to be known - I have NEVER been suicidal. Suicidal people do not invest the kind of time or energy as I did, in trying to survive. Try to understand that one does not need to be suicidal - when they have run out of time, it is that simple. And of course let's not forget that old saying, "You can't fight City Hall." Although my remaining time will continue being put into exposing this operation - I have seen this happen enough to know how the truth is twisted after victims are dead.

"These 12 pages describe how Fresno could be affected by earthquakes and related seismic hazards. It describes the active and potentially active faults within and adjacent to Fresno County. Ground shaking is the primary seismic hazard. Settlement of groundwater and physical rearrangement. Settlement of sufficient magnitude causes significant structural damage.

The State of California provides standards for building design through the CA Uniform Building Code (CUBC) and has been modified for CA conditions and numerous more detailed and/or stringent regulations. The State Earthquake protection law (CA Health & Safety Code 19100 et seq) requires that buildings be designed to resist stresses produced by lateral forces caused by wind and earthquakes. Installation of underground utility lines must comply with industry standards specific to the type of utility (e.g., National Clay Pipe Institute for sewers and American Water Works Assn. for water lines.) These standards contain specifications for installation and design.

Fresno County Grading Ordinance (Section 7001, March 1991) stipulates safety and environmental measures for construction practices. It is probable that Fresno will be affected by at least one moderate to large earthquake during the 20-yr timeframe of the General Plan. Broken water supplies and sewer lines are a major concern."

Earthquake Shaking Potential, Central Valley (Delta) Area

Most residents of the Central Valley, including the Delta region, are familiar with the occasional “roll” of a Bay Area earthquake. However, few know that there are actually earthquake-producing faults that underlie the valley sediments below them. These faults have been deeply buried by sediments deposited by flooding rivers since they last ruptured. Included in this group is a buried fault that in 1892 produced a strong (estimated M6.6) earthquake centered in the Vacaville-Winters area, where significant damage occurred. Other poorly defined faults in the Central Valley include the Midland, Sweitzer, Dunigan Hills, and Willows faults, along with what’s generally referred to as the San Joaquin fault zone, which is made up of numerous buried faults extending along the western margin of the Great Valley.

Because we cannot yet clearly define the locations of most faults buried beneath the valley floor, it is impossible to calculate what ground motions are likely to be produced if they were to rupture. However, we do know that the shaking can be significantly damaging as indicated by the 1892 Vacaville-Winters earthquake and the 1983 Coalinga earthquake (M6.5).

The underlying fact is that residents of the Central Valley ShakeOut Area are not immune to the damaging impacts of strong earthquakes and, therefore, should take preventative measures to prevent injuries to themselves and loved ones, as well as minimize damage to their homes, businesses, and communities. Of particular concern is how vulnerable the Delta levees are to earthquake shaking. A strong earthquake centered in or adjacent to the Delta region could cause widespread levee failure, which, in turn, would likely disrupt or terminate water supplies to agricultural and metropolitan areas throughout the central valley and southern California region; curtail local farming; and significantly impact the Delta eco-system.

Probabilistic Seismic Hazard Map

A probabilistic seismic hazard map is a map that shows the hazard from earthquakes that geologists and seismologists agree could occur in California. It is probabilistic in the sense that the analysis takes into consideration the uncertainties in the size and location of earthquakes and the resulting ground motions that can affect a particular site.
The maps are typically expressed in terms of probability of exceeding a certain ground motion. For example, the 10% probability of exceedance in 50 years maps depict an annual probability of 1 in 475 of being exceeded each year. This level of ground shaking has been used for designing buildings in high seismic areas. The maps for 10% probability of exceedance in 50 years show ground motions that we do not think will be exceeded in the next 50 years. In fact, there is a 90% chance that these ground motions will NOT be exceeded. This probability level allows engineers to design buildings for larger ground motions than what we think will occur during a 50-year interval, which will make buildings safer than if they were only designed for the ground motions that we expect to occur in the next 50 years.

The California Strong Motion Instrumentation Program (CSMIP) records the strong shaking of the ground and in structures during earthquakes throughout California. The measured ground strong shaking is used immediately after an event to assist in emergency response by agencies like OES. Structural measurements are studied after events to analyze the performance of structures, with the goal of mitigating future earthquake impacts through improved building codes for safer, more earthquake resistant structures.

All this talk of building codes, earthquake protections laws, etc. is serving to give us a false sense of security. Behind the smokescreen there were no permits, inspections or safety precautions used for the unauthorized reconstruction on top of the secretly-replaced water system. (CNN) -- Scientists have warned for years that the island of Hispaniola, which Haiti shares with the Dominican Republic, was at risk for a major earthquake.
Five scientists presented a paper during the 18th Caribbean Geological Conference in March 2008 in Santo Domingo, Dominican Republic, stating that a fault zone on the south side of the island posed "a major seismic hazard."

Tuesday's potentially disastrous 7.0 earthquake occurred in Haiti along the same fault line, known as the Enriquillo-Plantain Garden fault zone.

The Enriquillo-Plaintain Garden fault is similar in structure and character to the San Andreas fault of California in that both are strike-slip in nature, meaning the plates move past each other in a horizontal direction, Mann said.

Thursday's drill was based on a scenario of a magnitude-7.8 earthquake occurring along the southern San Andreas Fault, beginning at the Salton Sea and spreading north nearly 200 miles.

"It's not a matter of if an earthquake of this size will happen, but when," the Great Southern California ShakeOut's Web site says.

Officials hope the earthquake drill will prepare residents for the big quake, whenever it may hit. "From a geologist's point of view, the answer has to be soon," Kate Hutton, a seismologist at the California Institute of Technology, said in July, referring to a large temblor.

Under the central part of the San Andreas fault, the deep seismic whisperings known as tremors have increased after two recent large earthquakes, and a surge in tremors appears to have foreshadowed one of them, according to a study to be published today in the journal Science.

"It reaffirms the need to be ready," said Robert Nadeau, a research seismologist at UC Berkeley who led the study. "The San Andreas fault is changing down deep and it's changing down deep in places where large earthquakes have happened in the past."

The City of Fresno's "infrastructure upgrade" is leaving a trail of illness, infections, deaths. Because along side the "infrastructure upgrade" is another operation taking place. It entails deliberate and intentional discharging of raw sewage, followed by unknown chemicals / pesticides for the eradication of sewer roaches, sewer rats and mosquito infestations, as the replacement of the water system continues BEYOND what has been authorized. As the sewage is discharged on private property, the City risk analyst shows up after these events, lying about the cause. Demanding a signature for "release for clean-up." Public records are then altered to cover up the evidence of what is taking place. The release, in addition to the altered records, are then used to deny knowledge or responsibility for the aftermath - including the major damages/alterations to private and city property.

The risk analysts went as far as to commit perjury to cover all of this up. Despite their own unaltered records, photographs and witnesses, they have gone as far as to deny city street widening, relocation of storm drains, street lights, fire hydrants, and utility poles. Because there is no record for it taking place! What they are involved in is not authorized or being carried out legitimately - hence, the illegally altered records. The ringleader, a former employee of the City of Fresno, boasts of overriding the Planning Dept. and altering records to cover up the evidence. He is laughing at our City officials, saying they are too incompetent to ever figure it out. With the City's office personnel looking at altered records, there is no help.

In addition to my ongoing illness and infections, my handicapped uncle died as this took place on our property. I was called a "liar" about what took place, and prohibited from filing a report, seeking justice or restitution. Neighbors on 3 sides of me also left dead as this took place.

From street widening to altering property lines; from relocating utility poles to creating ADA violations, how has Wilbert G. Swieso managed to override the Planning Dept. and have the entire city rebuilt on top of a secretly-replaced water system without the public's knowledge? He is a former employee of the City of Fresno ~ he knows how the "system" works.

1. Recruit the City's risk analysts and Public Works Dept. No one questions or oversees what they do.
2. "Plant" tenants / neighbors who will serve as "credible witnesses" that nothing took place. Eliminate others.
3. Use corrupt attorney(s) for fraudulent legal documents.
4. Use title companies to record fraud as well as illegal altering of parcel maps to line up to new property lines.
5. Alter aerial views to make it appear that recent alterations took place decades ago i.e., streets widened so much, blocks now smaller. Removal of various structures, expansion of others, etc.

Mr. Swieso says the public is not only oblivious to what is taking place right under their noses, they believe whatever they are told. Therefore, all he has to do is cover up the evidence and it goes no further.

Because there is no record for what is taking place, this allows for the majority of reconstruction to be done without permits or inspections. Virtually no enforcement of building regulations.

See for yourself! Although the City removed their earlier aerial views and now only show the current one, other web sites still show earlier/older views. You will see that older aerial views reflect recent street widening and new property lines! As though things were always this way. With no such record of such changes taking place, Mr. Swieso is right, no one questions anything.

For families undergoing health problems and/or ongoing home repairs, mold, sick-building syndrome, do yourselves a favor. Simply dig 8"-12" and take a look at your clamped sewer and water lines. Notice they go beneath the entire structure, which required major reconstruction. Now go to City Hall and see if you can find the permits or inspections. 2600 Fresno St., 3rd floor. This is also when you will begin to understand why there is no help. There is no record for what has taken place. With the City of Fresno's office personnel looking at ALTERED RECORDS, that is what they stand behind. Exactly as they are programmed to do, which is why Mr. Swieso refers to them as his "puppets."

Same with PG&E. There are many more utility poles throughout the city in addition to the original ones being replaced, relocated and reconnected. You can see the shoddy workmanship and code violations everywhere. Yet once again, PG&E's office personnel are looking at altered records, which is why they insist that their poles have always been as they are today.

Fresno Flood Control insists that storm drains and rain gutters have not been altered or relocated in decades. Yet the streets were widened; ADA violations have continued to escalate as a result of this, so how can they deny these alterations? More altered records! There is no record of the streets being widened, remember? So there CANNOT be any record for the altered / relocated storm drains, rain gutters, etc.

Keep in mind that prior to the unauthorized alterations there was strict enforcement of compliance issues and guidelines; these citywide code violations did not exist. Therefore, if there is no record of the alterations taking place, who is going to help with code violations associated to alterations there are no records for? No one. That includes the accompanying crimes in order to "clear the path" so it can continue ~ there are no repercussions. Example: After the suspected homicides of my family and neighbors to pull this off on our properties, the risk analysts went as far as to commit perjury, followed by death threats and sexual harassment against me. They would not even allow the truth behind the unsolved murder across the street (100' to the west.)

Notice how Mr. Swieso has the City of Fresno covering up and protecting him every step of the way. Here is where Mr. Swieso proves that he is light-years ahead of the City of Fresno. He recruits them just enough ...... then behind their backs, he takes things further. That is why he is laughing at them. This is just one example of his technique: Swieso's Adopt-A-Highway

Another example is how he swings his bible ~ wanting everyone to know that he does "volunteer work" at his church, United Grace Methodist Church. More of his infamous "repairs." In reality, not only has he rebuilt that church section at a time on top of his secretly replaced water system, he is using it as another headquarters to store his tools, scaffolding, equipment while turning the neighborhood properties over. Residents in the area are very familiar with this man ~ seen altering various homes, running people off their property, using illegally altered parcel maps as "proof" that the neighboring property is overlapping which will result in the owner being sued if they do not rectify the problem at THEIR expense. More altered / reconnected utility poles. Followed by more altered records; more altered aerial views to make it appear that nothing changed.

Why is this not being looked into? THERE IS NO RECORD OF IT TAKING PLACE.

If there is no record for any of this, who is paying for it? It appears to be funded from the forged and fraudulent insurance papers, legal documents and real estate fraud that follow Mr. Swieso etal. With his ultimate goal of having the water secretly diverted to the area where he planned to build his "dream home", his motto: "You can't live for the dead." Principal Insurance is aware of his actions; they conspired with him in what was done to my family and neighbors in order to pull this off on our properties. Same attorney who conspired in fraudulent legal documents was referred to other clients; same with various home health personnel. A cycle that follows the very people we are led to believe we can trust and believe in.

So bravo to Wilbert G. Swieso for the atrocities he has gotten by with over the past 50 yrs. Comparing himself to "Hitler", the evidence verifies that he took total control long ago.

Like everyone else, the City of Fresno believes whatever they are told. Going to them for help only results in more hell (and laughter by Swieso and his mob.)

Wilbert Swieso's heinous "rotation system" comes full circle

Earlier blogs explain Wilbert G. Swieso's "rotation system." Destroying families, pitting people and agencies against one another; using others to carry out HIS "dirty work." He sets people up then makes himself appear as a victim and/or hero by exposing them. Then he steps in to "help" and ends up appearing heroic. Manipulation and misguided focus as he slithers in to carry out his "secret sideline." He has spent 50 yrs conspiring with various city employees in secret replacement of the city water system.

I explained how he targeted me back in 1982. With the goal of annihilating my family and me in order to seize control of our properties to have them rebuilt on top of the city's secretly-replaced water system, he conspired Jon F.M. in breaking all the rules and firing an experienced office manager in order to hire me at Principal Insurance. He and Mr. M also recruited another employee of Principal Insurance to assist in the operation ~ Diane Fxxxxxxxx. After Mr. M served his purpose, he died. After Diane served her purpose, she died. Although there is a trail of this, the purpose of this blog is to expose how Mr. Swieso used these 2 people in particular, to accomplish his ultimate goal without anyone ever suspecting him of wrongdoing. Once the torch was passed to Mr. Swieso back in 1982, he spent the next 20+ yrs in severing ties, recruiting others, and creating a lynch mob against me for what was coming. Not only would my family members need to be eliminated, I would have to be totally annihilated, severed and hated by all, which would allow him to "clear off" the properties. Hence, the years of unknown chemicals being administered without my knowledge. I was a horrible mess, being filmed and recorded for what was coming.

Throughout the entire 20 yrs, he told me he was involved in a "secret water project" that would result in development where he owned property. It sounded so ridiculous that no one believed him.

In addition to the suspected homicides of my family members, my siblings and I were turned against one another. As ends were being played against one another throughout the years, my siblings were recruited, which further served to make Mr. Swieso appear innocent from any wrongdoing.

He conspired with an attorney (who appears to be FAKE) in fraudulent legal documents, overriding the Irrevocable Trust and having HIMSELF appointed, "Successor Trustee" of my family's properties. See the SHOCKING cover up by clicking below.

He conspired with a nearby WATER DISTRICT in a fraudulent insurance policy, stating I was THEIR employee with Mr. Swieso appointed, "beneficiary."

He coerced me into changing the beneficiary on my regular life insurance policy from my siblings to him, reminding me that my siblings did not help family when it was needed; he said they did not deserve anything ~ HE did, for all he did to "help" me through the years. Then he showed me brochures of new Porsches, saying he would finally be able to buy one, thanks to me.

He "planted" the tenants in my family's 2 income properties, which were being torn apart and rebuilt without authorization, permits or inspections. Ongoing hell, fraudulent lawsuits, not only kept the focus off what was happening to the properties. The more lawsuits filed against me, the worse I was left appearing. It did not matter that these people did not win their cases, it is what I now appear as being when my name is looked up.

He conspired with Eberwein Auto Repair in charging me $5,000 for so-called "repairs" on a 1990 Honda. It only ran a few more miles.

He conspired with the City of Fresno's risk analyst in lying and setting up my family and other neighbors for annihilation. (In addition to ongoing illness, hospitalization, one neighbor was left dead; another neighbor never seen again. Neighbor across the street was murdered when this was done to his property.) Mr. Swieso had public records altered to cover up the changes in property lines that accompanied the unauthorized major reconstruction of private properties that are now setting on top of the secretly-replaced water system.

My neighbors had been "planted" to serve as credible witnesses that the major reconstruction to city and private properties did not take place. (They have trails of this as the operation continues throughout town.)

He conspired in having me pay $5,000 in new central heat/air units that were switched with trash behind my back. Same with new window coverings/awnings. (I was pouring out money in repairs, etc. as Swieso and his mob were stripping these properties.)
He conspired with my commercial property insurance agent in cancellation / non-renewal of coverage. By that time, a portion of the water lines had already been replaced without my knowledge or consent. This allowed Mr. Swieso to loosen the newly-clamped lines, covered in cement, resulting in mold to consume 1 of the 2 structures. Money was being poured into repairs as well as a brand new roof which of course, did nothing to stop or help the situation. The "planted" tenant was going to sue and own all (as Swieso's group boasts of doing to others in this manner.)

Attempts to seek replacement property insurance coverage were being intercepted and sabotaged.

I was left with no choice but to sell. He then conspired with the realtor, resulting in being cheated in excess of $1 million.

As you can see, Mr. Swieso had me surrounded as the plotting, planning, and cover-up continued. The more people he recruited, the more HIS tracks were covered. He created the situations he then portrayed himself a victim of, as he courageously stepped in to "save" my siblings. He used people as "credible witnesses" to call me a liar and further threaten me. Behind everyone's backs he was planning my final departure while conspiring with the Public Works in replacement of the water system. This was behind the sewage back spills the risk analyst was lying about, verified on the City of Fresno's UNALTERED records. Out of 350+/- photos, she claimed to only have 10+/-. Not ONE photo of the reason she claimed to be coming out; not ONE photo of the damages ~ it was all a set up.

Just as I had seen him do with countless others, Mr. Swieso called upon his plumber son to "help" with sewage back spills that inevitably followed his so-called "help with home repairs." The hospitalization of my handicapped uncle allowed more alterations without my knowledge or consent. The death of my uncle allowed him to hire me, which left no one home. He then conspired in the fraudulent legal documents. And just as I had witnessed so many others doing, I thanked him for all his "help" when it was needed, never realizing that "help" was never needed until he stepped into the picture.

HELP?!? Mr Swieso wants everyone to believe he helped me? Behind my back, he was exploiting me and setting me up for total annihilation. With my family out of the way and my final arrangements underway, I was robbed, raped, poisoned, filmed with hidden cameras, pets killed, home torn apart and left a shambles, homeowner's insurance sabotaged so I could not file a claim for ANYTHING. Then called a "liar" ~ prohibited from even filing a report! So let's take a closer look at how Mr. Swieso "helped" ANYONE other than HIMSELF! Only this time, look beyond the smokescreen and you will see the conclusion of what he set out to accomplish back in 1982.

Below is a copy of a letter I wrote while in the midst of desperately trying to find replacement insurance coverage for my family's 2 income properties.

First you see the name, Paul. (Pawel.) The realtor who lied about the value of the properties (in excess of $1 million); allowed escrow to continue for 1 yr without telling me about the fraudulent legal documents (appointing Swieso "Successor Trustee" despite an Irrevocable Trust) being the cause for the hold-up. When I demanded an explanation he turned on me, threatening to sue ME for not telling HIM that the documents were fraudulent! (Another "victim.") But that is not the reason I posted a copy of this letter. My reason pertains to the person it is written to ~ the insurance agent who Paul (Pawel) sent out to meet with me regarding replacement coverage. After turning over my previous insurance papers to him, this insurance agent had the audacity to tell me that the properties were uninsurable until I had them "painted and cleaned up." Since they had already been painted I asked him to elaborate on what in hell he was referring to. He said paint was peeling on some of the eaves. The realtor laughed and laughed because this was absurd. My point? It appears that the "insurance agent" was Mrs. M's second husband!

Mr. Swieso was conspiring with Paul (Pawel) in the final step of wiping me out and taking control of the properties he intended on taking over 20 yrs earlier! He HAD to have the properties VACATED to carry out his "secret sideline." Did he use Mr. M to set me up then use his family to seek revenge for what I had been portrayed as. Is that what he did with Diane and her family? Same thing with my family. With everyone's focus on destroying and getting ME off these properties, no one ever saw beyond the smokescreen as Mr. Swieso once again appeared as everyone's savior. (Dead people do not argue.)
Not only did Mr. Swieso have my family wiped out and removed from our properties in order to have the water system replaced, parcel maps were illegally altered in escrow to match up to the new property lines. In this case, the deeds also entail fraudulent financing information. The buyer did not qualify to buy 1 let alone both buildings ~ that is what the fraudulent legal documents were for, so Mr. Swieso would end up with the properties without paying ONE CENT, just as it appears he did to my neighbor who was never seen again as this took place! With my final departure underway, once again there would be no witnesses left behind.

With the evidence of Mr. Swieso's "secret sideline" now exposed, that letter brings things full circle as to Mr. Swieso's intentions from the day we met. This is another example of the "rotation system" I have been describing. He uses, manipulates, discards and rotates on to the next one, no one ever realizing or suspecting him of wrongdoing. So many people and layers of fraud, one does not see what is taking place at the core of all this. Until now.

Yet he took over long ago ~ he is the self-proclaimed mastermind behind what is clearly, the biggest and most corrupt operation in CA history.

As I have been saying all along, this is why I was hired by Principal Insurance all those years ago ~ for the sole purpose of annihilating my family and taking our properties. Mission accomplished.

One nightmare after another. In addition to the decades of hell I have endured, as well as the perjury, death threats and sexual harassment against me by the City of Fresno for surviving / exposing this, look who else is covering it up. Stripped of human and civil rights, pinned into a corner, left unemployable as the horrors continue.

My siblings are oblivious of what they stepped into. They won't make it out alive either ~ the "rotation system" already includes my nephews.

Here in Fresno, CA we have 3 confirmed cases of swine flu so far. That is scary, since residents are in double jeopardy of far worse:

I am referring to David A. Silva, atty who was the estate attorney for William Polzin, murdered.

David A. Silva is the same attorney who conspired with Wilbert G. Swieso in fraudulent legal documents for my family's properties located across the street from the "unsolved" Polzin murder - documents appointing Swieso, "Successor Trustee" despite an IRREVOCABLE TRUST! An estate attorney and estate planner (in business 45 yrs) did not know the definition of IRREVOCABLE TRUST?!?

As I have said all along, Swieso was setting me up for my final departure as he and his group intended on taking our properties by fraud in order to continue what took place on the Polzin property (and down the entire street and throughout the entire city - and beyond!)

The trail leads to the neighbor directly to the east of my family's properties - also targeted and lied to by the city risk analyst, my neighbor was never seen again. I saw Swieso forge the wife's name on an insurance application citing his motto: "You can't live for the dead."

David A. Silva also represented the mother of another deceased man across the street - also linked to Swieso's operation. (Much more linked to this one.)

ALL THESE PROPERTIES (AND MORE) WERE REBUILT ON TOP OF THE CITY OF FRESNO'S SECRETLY REPLACED WATER SYSTEM, which the City of Fresno denies.

In fact, the city denies their own street widening, relocation of fire hydrants, street lights, utility poles, etc. They had public records altered to make it appear that nothing took place.

Here is evidence showing EXACTLY what took place - the City's own UNALTERED sewer layout. This is why they intended on eliminating me as well - witnesses are not left behind. This is why the City of Fresno committed perjury, followed by death threats and sexual harassment against me - they finally got caught!

WHO WAS DAVID A. SILVA - upon being caught and reported to CA BAR Association - he fled, never to be seen again.

Mr. Silva had an office next door to Swieso - they shared various "clients." Mr. Silva's office was bare - no sign of being an attorney. He nor his secretary were notaries - they did not even know there was one 4 doors down the hallway! Odd, since he also claimed he used to work down the hallway with another group of attorneys. (I later contacted that office - they never heard of Mr. Silva.) Mr. Silva seemed to be owned and operated by Mr. Swieso. WHERE DID DAVID A. SILVA COME FROM.

After losing our properties and narrowly escaping Swieso and his mob, I began to research Mr. Silva. I recalled him mentioning he had a disabled child - he also said he was once employed by the FBI - would that mean FARM BUREAU, INTERNATIONAL?!?

My complaint was never looked into. Only after Silva abandoned his clients was he disbarred.

I contacted one of his clients listed in the disciplinary papers - she was devastated. Suddenly, she refused to speak to me. With my phones tapped (verified with $350 Tele-Tap) and computer hacked, I wonder if Swieso stepped in and reimbursed her so she would not pursue what took place?

William Polzin's mother passed away 4 yrs ago. The "estate people" were linked to Swieso and my "planted" neighbors. What better way to destroy old records and photographs so there would be no evidence left behind - exactly as done to my family.

Against all odds, I got away from these people before they finished me off - only to be faced with the next nightmare. Alan Autry had his risk analysts (including the one who lied and set my family and neighbor up for annihilation) commit perjury to call me a "liar" about the atrocities that took place behind secret replacement of the water system. Suspected homicides; attempted murder; properties taken by fraud in order to secretly rebuild them without permits or inspections; resold by more fraud on deeds reflecting revised property lines. This went on for YEARS - excruciating.

These RXs represent only a PORTION of 1 yr as the City of Fresno was secretly replacing sewer and water lines; using an unlicensed, unauthorized group to alter the lines on MY property! Behind my back, without my knowledge or consent.

Cellulitis, ongoing illness, respiratory. (Cellulities / staph / mrsa is linked to raw sewage and life threatening.)

The facts behind William Wyatt Polzin's unsolved murder are beneath the tree planter in front of the home where he was shot/killed. They offer a reward for information to make it appear they are concerned, then refuse to accept it! 1 of 3:

Mr. Polzin was killed so his property could be torn apart for the secret altering of sewer and water lines. 50 yrs of alterations to all the other structures on the block were finally connected and tied into the main line, in front of Bill's property. His property was then reconstructed; street widened; fire hydrant, street lights, utility poles relocated; altered property lines. Parcel maps and aerial views were altered to cover up the evidence of ALL OF THIS! Below are a couple of articles found online - there are countless others pertaining to laws and civil rights regarding obstructions on sidewalks. Beneath these articles are photographs of various sidewalks in Fresno, CA. What makes this so incredible is that our streets and sidewalks did not used to look like this. Placement of these obstructions is in conjunction with a massive cover-up that has turned the city inside out - secret altering of the city water system. It continues, as the operation continues! The people behind this, including those who are altering and reconnecting the utility poles/wires/cables are not authorized to do so - many are not even licensed. (I have names.) Therefore, instead of permits and inspections, records are altered to make it appear that things were always this way. They are wide enough to comfortably accommodate at least two adults walking side by side, and are clear of obstructions both horizontally and vertically; this includes overgrowth, parked vehicles, and garbage or recycle containers.
They are well maintained and free of cracks or lifted sections that could become tripping hazards and barriers to people in wheelchairs.

Problems/obstructions on existing sidewalks
- A variety of problems may make walking on the sidewalks in your neighborhood difficult, if not impossible. These include:
- Sidewalks are buckled, lifted, or cracked due to tree roots or other causes
- Sidewalks are blocked due to the placement of utility poles, sign posts, pot holes, fire hydrants, bus benches, newspaper racks, snow, parked cars, or other obstructions
- Sidewalks are blocked by bushes or low tree branches
- Sidewalks lack curb ramps at street corners, crosswalks, and driveways
- The driveway side-slopes are steep and hard to cross
- These situations can make walking difficult or impossible, especially for people pushing carts or strollers, older pedestrians, those with impaired vision and people with mobility difficulties who may be using walkers, canes, wheelchairs, and crutches.

If a sidewalk obstacle creates an ADA violation, it has to be remedied. Cost is not an excuse for not making a sidewalk accessible.

Cities join Sacramento to take sidewalk access fight to Supreme Court

In the past, I contacted Caltrans about one of their volunteers for "Adopt-a-Highway." I am referring to the same gentleman described above, who happens to be a former employee of the City of Fresno - behind altering / reconnecting of underground and overhead utilities. He insisted that the portion of the highway assigned to him be located next to the city's heavy equipment. At the same time, he bought vacant lots from the City - located close to the construction. He and his fake work crew spent weekends excavating and according to him, "making connections" that no one would ever find out about. He then re-sold these properties and resigned from Adopt-A-Highway. He took me on a tour of these lots - proud as could be of what he had accomplished without anyone ever suspecting anything. (There were more vacant lots than the ones he purchased, including the one next to Manchester Shopping Center, where he put up a flag.) Caltrans merely responded, "He resigned." How Fresno's Secret Service Handled VERIFIED Forgeries

I presented copies of VERIFIED forgeries to Jason, at the Fresno, CA Secret Service office. He said he would need the original copies of my information before an investigation could begin. I returned the following day with the original copies. Among the paperwork, this is a copy of the letter from the licensed handwriting expert regarding the deeds I presented to Jason:

Do you understand me - you are 'crazy' and need to be admitted to the county hospital!" The panic in my voice only served to set Jason off on another tirade, "You sound crazy!" And what did he sound like.

Unable to get help from any of the local agencies, I was so desperate I reported this to the Better Business Bureau! If nothing else, I was hoping for a response from Mr. Winslow regarding the forged documents of his former wife who has not been seen in years. After all, Mr. Winslow had the audacity to tell me that he intended on taking my family's properties over with me scheduled to meet the others, including his former wife, "IN ANOTHER WORLD!" Mr. Winslow's associate had already conspired in having fraudulent legal documents for my family's properties prepared - exactly as I was reporting!

Friends, this is a classic example of how Mr. Winslow and his entourage have been carrying out one of the biggest and most corrupt operations in the history of CA (described in earlier blogs.) Why is this problem escalating year after year, to the point that pregnant women, babies, elderly and those with compromised immune systems are advised not to drink it?!? Why do you suppose that Fresno's Public Works has been caught lying to the public about the dangerous levels of chemicals in our tap water? Same reason they are lying to the public about the massive amounts of raw sewage they are discharging throughout town – they are secretly altering the water system aka: WATER DIVERSION!

Blaming sewage back spills on “negligence in sewer maintenance” or “old pipes” when they are deluging unsuspecting residents in toxic, infectious, disease-carrying raw sewage. The response to the trail of lung/respiratory, illnesses, infections, amputation, death - “Not my problem.”

We are told that this current infrastructure upgrade is being done out of concern for the public – how our officials carry on about the old pipes needing to be replaced. In reality, they are tearing up our water infrastructure and leaving the entire city setting on top of clamped sewer and water lines. In some cases, sewer and water lines are replaced with rotted, corroded lines, which will break so the city can come back and demand that the owner's property be condemned.

Behind my back, this is what they did to my property after conspiring with my property insurance adjuster – leaving me unable to file a claim for any of the horrors or theft that took place or continue to happen. They did this to our income properties next door and as mold took over, the insurance was canceled, as the tenant was planning to sue. We lost our income properties – they are still after my house.

Imagine the lead and other deadly contaminants coming from these nasty pipes. Can you imagine the audacity of anyone, let alone city officials committing such heinous crimes.

How can you not think of this when reading about the e.coli outbreaks in Fresno, CA. Massive amounts of raw sewage are not only polluting our air and soil, it is seeping into the ground water. That is behind the escalation of sewage in our tap water.

I have evidence that the City and County of Fresno are annihilating and eliminating people in order to pull this off. Beyond the “suspected” homicide of my family members, destruction and haphazard patching of our properties, burglary, VIN altering, fraudulent legal documents, fraudulent life insurance policy as I was being poisoned with intent to kill - told that I was about to meet the others, “in another world.” I uncovered a trail of this done to others – including my neighbor who was never seen after the risk analyst set him up in the same manner she set my family and me up.

No doubt they will succeed in finishing what they started with me – they are supported by Mayor Alan Autry, the man wanting recognition for this so-called “citywide upgrade.” Mayor Autry's response to my narrow escape, my reports and pleas for help was to have the very same risk analyst who conspired in annihilating my family and me, file a Restraining Order against me – calling me a “liar.” Turning the tables and making ME the criminal, deeming ME a “danger to HER life!” Not only were we on our own properties, the city's own records as well as photographs verify EXACTLY what they did to our properties, the altered property lines, widening of streets that entailed destruction and reconstruction to our properties, illegally relocated utility poles, and more. Death threats followed.

“Suspected” homicide of my family members, stripped of a means of survival, robbed of everything I owned, pets killed, vehicles switched with trash (VIN altering verified), home turned into a shell that is falling apart, in fear for my life, I was left as shark bait. Before I am evicted from my own home, this group is making sure there is nothing left – absolutely nothing. Keep in mind that in addition to all belongings, they already switched the doors/windows, toilets, faucets, rain gutters, fireplace flue, built-in cabinets, brick fence, on and on and on. The most recent nightmare entailed tearing out my hardwood floor and replacing it with nasty, non-matching, ill-fitting wood, which the replaced carpet was covering up. At the same time, my central heating and air unit was completely ripped out and replaced with trash – TAPED together!

Most people file insurance claims for such VANDALISM – that is what premiums are paid for. Not when set up by the City and County of Fresno. Not only do I no longer have air conditioning or heat – it appears that the ducts were pulled out, which would explain the dirt and ??? pouring in through the vents.

Oops – got sidetracked again. Back to the issue of raw sewage being discharged as the risk analyst lies to residents instead of giving them a chance to protect themselves, family members or belongings.

Raw sewage is deadly. In my case, it resulted in respiratory problems, requiring an inhaler to breathe. Ongoing illness. Excruciatingly painful foot infections that have continued since this nightmare took place. These pictures show only 3 of the many episodes of what was diagnosed as, “cellulitis.” Cellulitis is very serious condition, which often leads to flesh-eating MRSA and/or death. "While infection of MRSA is well known in hospitals, a new strain is being found among people without traditional risk factors. MRSA infections that are acquired by persons who have not been recently (within the past year) hospitalized or had a medical procedure (such as dialysis, surgery, catheters) are known as CA-MRSA infections.
CA-MRSA is infecting otherwise healthy people, commonly children, causing skin and soft-tissue lesions such as abscesses, boils and cellulites, which are often times misdiagnosed as spider bites.

It appears that the City of Fresno was the ONLY one in the entire nation to react to the increase in MRSA by increasing medical benefits for THEMSELVES. They instructed the public to "wash our hands" while slamming the door on reports of raw sewage contributing to the nightmare.

I was a caregiver for my handicapped uncle when the horrors began – his hospital visits coincided with sewage back spills.

Diabetics are more susceptible to the contaminants in raw sewage. That would explain how JCW predicted my neighbor's foot amputation 1 yr in advance; JCW keeps a scorecard of all the foot amputations/death. My neighbor then died at age 50.

Children play where raw sewage has been discharged. No doubt this is behind the escalation in asthma, where 1 in 6 school children now carry inhalers. Heart disease is among the # 1 heath crisis for women – again, blamed on pollution; no mention of SEWAGE pollution.

The lives, safety and welfare of Fresno residents is insignificant to those who we have been led to believe are acting in our best interest. We are being robbed and killed as the group behind this nightmare take our homes and in some cases, our identifications over – in order to “secretly” divert our water while being told of a “water shortage.”

My home was/is small but it was once beautiful. I had a family. I don't even have photographs left - nothing. Everything in my life was destroyed and/or taken. And it still isn't over, courtesy of the City and County of Fresno, CA.

The lives of all residents in Fresno, CA are in great danger as a result of the felony altering of our sewer, water and power infrastructures - we are likely headed for a disaster of major proportions.

The information provided in my various blogs represents MASSIVE fraud being carried out by the City of Fresno, CA. Massive fines and punishments are imposed for such crimes and violations. After 8 yrs of pleading for help and explanations for this, I see no other way to have any of this addressed.

116725. (a) Any person who knowingly makes any false statement or
representation in any application, record, report, or other document
submitted, maintained, or used for purposes of compliance with this
chapter, may be liable, as determined by the court, for a civil
penalty not to exceed five thousand dollars ($5,000) for each
separate violation or, for continuing violations, for each day that
violation continues.
(b) Any person who violates a citation schedule of compliance for
a primary drinking water standard, other than turbidity, or any order
regarding a primary drinking water standard other than turbidity, or
the requirement that a reliable and adequate supply of pure,
wholesome, healthful, and potable water be provided may be liable, as
determined by the court, for a civil penalty not to exceed
twenty-five thousand dollars ($25,000) for each separate violation
or, for continuing violations, for each day that violation continues.
(c) Any person who violates any order, other than one specified in
subdivision (b), issued pursuant to this chapter may be liable, as
determined by the court, for a civil penalty not to exceed five
thousand dollars ($5,000) for each separate violation or, for
continuing violations, for each day that violation continues.
(d) Any person who operates a public water system without a permit
issued by the department pursuant to this chapter may be liable, as
determined by the court, for a civil penalty not to exceed
twenty-five thousand dollars ($25,000) for each separate violation
or, for continuing violations, for each day that violation continues.
(e) Each civil penalty imposed for any separate violation pursuant
to this section shall be separate and in addition to any other civil
penalty imposed pursuant to this section or any other provision of
law.
116730. (a) Any person who knowingly does any of the following acts
may, upon conviction, be punished by a fine of not more than
twenty-five thousand dollars ($25,000) for each day of violation, by
imprisonment in a county jail not to exceed one year, or by both that
fine and imprisonment:
(1) Makes any false statement or representation in any
application, record, report, or other document submitted, maintained,
or used for the purposes of compliance with this chapter.
(2) Has in his or her possession any record required to be
maintained pursuant to this chapter that has been altered or
concealed.
(3) Destroys, alters, or conceals any record required to be
maintained pursuant to this chapter.
(4) Withholds information regarding an imminent and substantial
danger to the public health or safety when the information has been
requested by the department in writing and is required to carry out
the department's responsibilities pursuant to this chapter in
response to an imminent and substantial danger.
(5) Violates an order issued by the department pursuant to this
chapter that has a substantial probability of presenting an imminent
danger to the health of persons.
(6) Operates a public water system without a permit issued by the
department pursuant to this chapter.
(b) A second or subsequent violation of subdivision (a) is
punishable by imprisonment in the state prison for 16, 20, or 24
months or imprisonment in a county jail for not more than one year,
by a fine of not less than two thousand dollars ($2,000) or more than
fifty thousand dollars ($50,000) per day of violation, or by both
that imprisonment and fine.
116735. (a) In order to carry out the purposes of this chapter,
any duly authorized representative of the department may, at any
reasonable hour of the day, do any of the following:
(1) Enter and inspect any public water system or any place where
the public water system records are stored, kept, or maintained.
(2) Inspect and copy any records, reports, test results, or other
information required to carry out this chapter.
(3) Set up and maintain monitoring equipment for purposes of
assessing compliance with this chapter.
(4) Obtain samples of the water supply.
(5) Photograph any portion of the system, any activity, or any
sample taken.
(b) The department shall inspect each public water system as
follows:
(1) A system with any surface water source with treatment shall be
inspected annually.
(2) A system with any groundwater source subject to treatment with
only groundwater sources shall be inspected biennially.
(3) A system with only groundwater sources not subject to
treatment shall be inspected every three years.
(c) Nothing in this section shall prohibit the department from
inspecting public water systems on a more frequent basis. An
opportunity shall be provided for a representative of the public
water system to accompany the representative of the department during
the inspection of the water system.
(d) It shall be a misdemeanor for any person to prevent,
interfere with, or attempt to impede in any way any duly authorized
representative of the department from undertaking the activities
authorized by subdivision (a).
116740. If any person fails to pay an assessment of a civil penalty
after it has become a final and unappealable order, the Attorney
General or the district attorney shall recover the amount for which
the person is liable in the superior court. In this action, the
validity and appropriateness of the final order imposing the civil
penalty shall not be subject to review.
116745. The remedies provided by this chapter are cumulative and
shall not be construed as restricting any remedy, provisional or
otherwise, provided by law for the benefit of any party, and no
judgment under this chapter shall preclude any party from obtaining
additional relief based upon the same facts.
116750. (a) Any person who tampers with a public water system is
guilty of a felony and shall be punished by imprisonment in the state
prison for three, four, or five years, subject to a fine not to
exceed thirty thousand dollars ($30,000), or both.
(b) Any person who tampers with or makes a threat to tamper with a
public water system is guilty of a felony and shall be punished by
imprisonment in the state prison for 16 months, two, or three years,
subject to a fine not to exceed twenty thousand dollars ($20,000), or
both.
(c) For purposes of this section, the term "tamper" means either
of the following:
(1) To introduce a contaminant into a public water system with the
intention of harming persons.
(2) To otherwise interfere with the operation of a public water
system with the intention of harming persons.

The vehicle merely needed an oil change. After paying $5,000 for so-called "repairs" on my 1990 Honda - I was told I had a cracked transmission. I asked what in hell happened - the vehicle did not even appear to be mine! My family's long-time friend and mechanic, Patrick Garahan, merely responded, "These things happen." Mr. Garahan is linked to Swieso and blob. Need I say more?

Ongoing attempts to have the VIN altering verified were then sabotaged until FINALLY, CHP inspected the vehicle. No different than when trying to report all the other crimes committed against my family and me (i.e., burglary, suspected homicide of my family members, poisoning and attempted murder of me, hidden cameras, tapped phones, hacked computers, fraudulent legal documents, fraudulent life insurance policy as I was told I would be meeting the others, "in another world", etc.), I was prohibited from even making a report.
